How the Government Statistics Process Works

The activities involved in preparing a Government Statistics Submission are described in Understanding Statistics.

This section of the user manual explains in greater detail some of the System processes involved in those activities. Its aim is to provide an insight (only) to the logic used during data extraction.

No attempt is made to restate the data specifications provided by AVETMISS. Refer to the relevant AVETMISS manuals as the definitive source of this information.

The Enrolments Statistics Snapshot

The Enrolments Statistics Snapshot is the first stage in a Government Submission. A Snapshot is produced each time the job STAJ8000 is run. Institutions can choose to run this job as often as they require. This is likely to be nightly during Enrolment Periods. For example, to update tables for internal reports.

The primary purpose of the VET Enrolment Statistics Snapshot (STAJ8000) is to identify records which are to be considered for inclusion in the VET Government Submission Snapshot (STAJ8005).

Institutions may choose to access the VET Enrolment Statistics Snapshot Table (ENR_STATISTICS_SNAPSHOT_VET) using an ad-hoc reporting tool for purposes such as Enrolment Analysis.

STAJ8000 captures Course and Unit data for all Student Unit Attempts except those with Student Unit Attempt Status UNCONFIRM, INVALID or DUPLICATE at the point in time at which the capture process takes place. The process carries out the following actions:

Enables the GOVT_SNAPSHOT_LOAD_CAL_VET table to retrieve Load Calendars and their parent Academic for the Submission Year
Enables the DFLT_LOAD_APPORTION table to retrieve Teaching Calendars defined for the Load Calendars for the Submission Year
Ensures the Teaching Calendar is within the Academic Period
Retrieves Student Unit Attempts where status not UNCONFIRM, INVALID or DUPLICATE and the System Course Version Sector Code = VET for the matching Teaching Periods
Looks up other reference data and performs validations
Inserts records into the ENR_STAT_SNAPSHOT_VET (ESSV) table

VET also includes Advanced Standing. The Advanced Standing Unit:

Retireves records where the the System Course Version Sector Code = VET and
The System Advanced Standing Recognition Type = CREDIT and
The System Advanced Standing Granting Status = GRANTED and
The Granted Date is during the Submission Year
Also looks up other reference data and performs validations
Inserts records into the ESSV table

The Sequence of Events

The process of obtaining Government Statistics (whether or not institutions use all the fields) is as follows:

Maintain VET Government Snapshot Control (STAF8005) sends information to:
- Create VET Enrolment Statistics Snapshot (STAJ8000). This in turn sends information either to:
  - A. Create VET Government Submission Snapshot (STAJ8005), then to Create VET Government Submission Files (STAJ8800) - this creates information for all the NAT.txt files which are then sent onto AVETMISS, or:
  - B. Delete VET enrolment Statistics Snapshot (STAJ8002) if required.

Note 1: For further information on each table, click on the links.

Note 2: STAF8000 is also part of the process. It manages the VET Enrolment Statistics Snapshots. Each snapshot will involve large volumes of data, and it is likely that only a small proportion of snapshots created will need to be saved for future reference. The Statistics specialist will be able to indicate which snapshots are no longer required. Comments can be recorded against snapshots; these comments may indicate why the snapshot has been retained in the system.

Note 3: The VET Statistics sub-system consists of a number of snapshot jobs with complex processing that manipulate large amounts of data. If any of these jobs fail due to an unexpected error there are a number of clean-up activities that must be performed. Using Microsoft Word, open the stats_vet.doc in the Help/techdoc/callista directory for further information on how to carry out clean-up procedures.

The following tables lists the data included in the Government Statistics and what Statistics Tables are used.

STAF8005

STAF8005 - Maintain VET Government Snapshot Control gathers data from Calendar information. It allows an institution to define what Load Periods the System should consider when creating a Government Submission Snapshot. It also allows the institution to mark a Government Submission Snapshot as complete. The three Tables involved in STAF8005 are:

GOVT_SNAPSHOT_CTL_VET
This table defines the Submission Year and Submission Number for the AVETMISS Submission.
GOVT_SNAPSHOT_LOAD_CAL_VET
This table defines the Load Periods that will determine the contents of the VET Government Submission Snapshot and
DFLT_LOAD_APPORTION
This table gathers Teaching Calendar information for the applicable Load Periods.

Note: 'Load Period' and 'Load Calendar Instance' are terms used to describe the same process. Throughout this document, the term 'Load Period' is used.

GOVT_SNAPSHOT_CTL_VET	Reason/Explanation
SUBMISSION_YR	This field describes the Submission Year as four digits numeric. For example, 2005. Defined in STAF8005.
SUBMISSION_NUMBER	This field describes the Submission Number up to three digits numeric. For example, 401 or simply 1. Defined in STAF8005.
ESSV_SNAPSHOT_DT_TIME	Indicates the Vet Enrolment Snapshot that was used as the basis for the Vet Government Snapshot. Taken from the Snapshot Date/Time field in the Submissions Tab of STAJ8005.
COMPLETION_DT	The date on which the Submission was made complete. The Enrolments Statistics Snapshot Date and Time cannot be updated if this field is set. Defined in STAF8005.
UPDATE_WHO	The name of the user who last updated the record.
UPDATE_ON	The Date and Time the record was last updated.

GOVT_SNAPSHOT_LOAD_CAL_VET	Reason/Explanation
SUBMISSION_YR	This field describes the Submission Year as four digits numeric. For example, 2005. Defined in STAF8005.
SUBMISSION_NUMBER	This field describes the Submission Number up to three digits numeric. For example, 401 or simply 1. Defined in STAF8005.
LOAD_CAL_TYPE	Specifies the Load Periods that will form the basis of the Enrolment Statistics Snapshot. Defined in STAF8005.
LOAD_CI_SEQUENCE_NUMBER	The Load Period (Sequence Numbering) of the Student’s Enrolment. Defined in STAJ8005.
UPDATE_WHO	The name of the user who last updated the record.
UPDATE_ON	The Date and Time the record was last updated.

DFLT_LOAD_APPORTION	Reason/Explanation
CAL_TYPE	The name of the Load Calendar Type used within the Institution. Defined in CALF0220 - Maintain Calendar Types.
CI_SEQUENCE_NUMBER	The unique indentifier for the Load Period.
TEACH_CAL_TYPE	Displays the Teaching Calendar Types defined for the Load Period. Defined in ENRF01K0.
PERCENTAGE	The default proportion of Student Load, expressed as a percentage. Defined in ENRF01K0.
SECOND_PERCENTAGE	The second proportion of Student Load, expressed as a percentage.
UPDATE_WHO	The name of the user who last updated the record.
UPDATE_ON	The Date and Time the record was last updated.

STAJ8000

STAJ8000 - Create VET Enrolment Statistics Snapshot gathers information from Course and Unit Structures, Calendars, Student Enrolment, Advanced Standing and Assessments. The five tables involved in STAJ8000 are

DFLT_LOAD_APPORTION (gathers Teaching Calendar information),
ENR_STAT_SNAPSHOT_CTL_VET (creates the Control Record for the snapshot),
ENR_STAT_SNAPSHOT_VET (the Snapshot Table),
GOVT_SNAPSHOT_LOAD_CAL_VET used by STAJ8000 to determine the Load Period for the Submission Year and to record the Snapshot data, and
STAT_SNPSHT_IDX (stores index details of the Snapshot Table). For example, retains storage clauses for indexes that are dropped into STAJ8002, STAJ8000 and STAJ8005.

DFLT_LOAD_APPORTION	Reason/Explanation
CAL_TYPE	The name of the Load Calendar Type used within the Institution. Defined in CALF0220 - Maintain Calendar Types.
CI_SEQUENCE_NUMBER	The unique indentifier for the Period.
TEACH_CAL_TYPE	Displays the Teaching Calendar Types defined for the Load Period. Defined in ENRF01K0.
PERCENTAGE	The default proportion of Student Load, expressed as a percentage. Defined in ENRF01K0.
SECOND_PERCENTAGE	The second proportion of Student Load, expressed as a percentage.
UPDATE_WHO	The name of the user who last updated the record.

ENR_STAT_SNAPSHOT_CTL_VET	Reason/Explanation
SNAPSHOT_DT_TIME	The Creation Date of the Snapshot. Displayed in STAF8000. Defined in STAJ8000.
DELETE_SNAPSHOT_IND	By default, the Enrolment Snapshot will be marked for delete. If the Enrolment Snapshot is used as the basis for a Government Submission, then it will automatically be marked not to be deleted. The Statistics Officer can also manually nominate Enrolment Snapshots that should not be deleted using the Control Form STAF8000.
UPDATE_WHO	The name of the user who last updated the record.
UPDATE_ON	The Date and Time the record was last updated.
COMMENTS	Lists the Submission Year parameter. Comments may indicate why the Snapshot has been retained in the system.

ENR_STAT_SNAPSHOT_VET	Reason / Explanation
SNAPSHOT_DT_TIME	The date/time stamp that uniquely identifies the Enrolment Snapshot set of records.
PERSON_ID	The Person ID of the Student's Enrolment or Advanced Standing. Used for various internal reports. Reported in the following AVETMISS files: Client (NAT00080) Client Disability (NAT00090) Client Prior Educational Achievement (NAT00100) Enrolment (NAT00120) Qualification Completed (NAT00130) Unit Of Competency Completed - NAT00180 Reported in the following Centrelink files: Student Record Unit Record.
COURSE_CD	The Course Version that the student enrolled in or has Advanced Standing in. Used for various internal reports. If a Qualification Reference Code is not recorded for the Course Version, then the Course Code will be reported in the following AVETMISS files: Course - NAT00030 Enrolment - NAT00120 Qualification Completed - NAT00130. Reported in the following Centrelink file: Unit Record.
CRV_VERSION_NUMBER
UNIT_CD	The Unit Version that the student enrolled in or has Advanced Standing in. Used for various internal reports. If a Unit Of Competency Reference Code is not recorded for the Unit Version, then the Unit Code will be reported in the following AVETMISS files: Module/Unit Of Competency (NAT00060) Enrolment (NAT00120) Unit Of Competency Completed - NAT00180. Reported in the following Centrelink file: Unit Record.
UV_VERSION_NUMBER
SCA_LOCATION_CD	The Location of the Student's Course Enrolment. Used for various internal reports. Defined in ORGF0131 - Maintain Locations.
SUA_LOCATION_CD	The Location of the Student's Unit Enrolment. For Advanced Standing the value will be the Location of the Student's Course Enrolment. Used for various internal reports. Reported in the following AVETMISS files: Training Provider Location (NAT00020) Enrolment (NAT00120) Defined in ORGF0131 - Maintain Locations.
ATTENDANCE_MODE_NOMINATED	The nominated Attendance Mode of the Student's Course Enrolment. Used for various internal reports. Defined in CRSF1160 - Maintain Course Attendance Modes.
ATTENDANCE_TYPE_NOMINATED	The nominated Attendance Type of the Student's Course Enrolment. Used for various internal reports, especially for aggregating contact hours. Defined in CRSF1170 - Maintain Attendance Types.
COMMENCING_COURSE_ID	Indicates whether or not the student is enrolling in the Course for the first time within the Training Organisation. Used for various internal reports. (for Enrolments and Advanced Standing): If the Student Course Attempt Commencement Date is before 01/01/<Submission Year> then set Commencing Course ID to to 3, otherwise, set it to 4. Reported in the following AVETMISS files: Enrolment (NAT00120)
GOVT_TRAINING_ORG_UNIT_CD	The Government Training Organisation of the Course that the student is enrolled in or has Advanced Standing in. Government Submissions are for a Training Organisation. For example, Charles Darwin University (CDU) are required to submit data to the Department of Employment, Education and Training - DEET (formerly the Northern Territory Employment and Training Authority - NTETA) and to the South Australian State authority. These fields will identify the relevant data to be included in each submission. Used for various internal reports. Reported in the following AVETMISS file: Training Organisation (NAT00010) Defined in STAF112U - Maintain Govt Training Organisation.
GOVT_TRAINING_OU_START_DT
CRV_RESP_ORG_UNIT_CD	The Responsible Organisational Unit of the Course Version the student is enrolled in or has Advanced Standing in. Used for various internal reports, and determining who is responsible for the Student's Enrolment.
CRV_RESP_OU_START_DT
COURSE_TYPE	The Course Type (Qualification Category) of the Course Version the student is enrolled in or has Advanced Standing in. Used for various internal reports, especially for aggregating contact hours. Reported in the following AVETMISS file: Course (NAT00030) Course Types are defined in CRSF1110 - Maintain Course Types and Government Course Types in STAF1121 - Maintain Government Course Types.
GOVT_COURSE_TYPE
SCHEDULED_HOURS	The Scheduled Hours for the Student's Enrolment. For Advanced Standing the Scheduled Hours will be sourced from the Unit Version definition. Used for various internal reports. Will generally be aggregated by Funding Source, Industry Group, Course Type, etc. Reported in the following AVETMISS file: Enrolment (NAT00120) Reported in the following Centrelink file: Unit Record
PARTICIPATION_IND	Indicates whether or not the student has participated in the Student Unit Attempt as at the Current Date. For Student Unit Attempts the participation is determined by invoking the Participation Rule. The Participation Rule is institution defined. Set to 'N' for Advanced Standing. Used for various internal reports. May be used to identify Invalid Module Enrolments. User defined. Defined in RULF2001 - Maintain Group Rules For example, one component of the rule can be defined in ENRF30B0 - Maintain Student Attempt Participation.
ENR_ACTIVITY_START_DT	The Enrolment Activity Start Date of the Student's Enrolment. The Enrolment Activity Start Date may be overridden at many levels. For Advanced Standing the value will be the date the Advanced Standing was granted. Used for various internal reports. Will typically be aggregating by other criteria. Reported in the following AVETMISS file: Enrolment (NAT00120) Reported in the following Centrelink file: Unit Record.
ENR_ACTIVITY_START_LAMP	The source of the Enrolment Activity Start Date. The Enrolment Activity Start Date may be recorded at many levels. This column will indicate the level at which the Enrolment Activity Start Date was sourced. This field is also the lamp value that is displayed next to the Enrolment Activity Start Date fields in ENRF3000, CRSF2500 and CRSF2310.
ENR_ACTIVITY_END_DT	The Enrolment Activity End Date of the Student's Enrolment. The Enrolment Activity End Date may be overridden at many levels. For Advanced Standing the value will be the date the Advanced Standing was granted. Used for various internal reports. Will typically be aggregating by other criteria. UNIT_COMPETENCY_IND	Indicates whether or not the Student's Unit Enrolment or Advanced Standing is for a Unit Of Competency. Used for various internal reports. Reported in the following AVETMISS files: Module/Unit of Competency (NAT00060) Defined in CRSF2210
INCL_VET_GOVT_ENR_FILE_IND	Indicates whether or not a superior/subordinate unit should be included in the Enrolment File (NAT00120). If a Superior/Subordinate Unit is not marked for inclusion in the Enrolment File (NAT00120), but it is a Unit Of Competency, and has been successfully completed, then it needs to be reported in the Unit Of Competency Completed File (NAT00180). Only relevant for Superior/Subordinate Units Enrolments. Will always be set to 'Yes' for standalone units. Will always be set to 'Yes' for Advanced Standing units. Used for internal reporting and by the process that creates the VET Government Submission Snapshot (STAJ8005).
FINALISED_SUAO_IND	Indicates whether or not the student has a finalised Student Unit Attempt Outcome. If a student has a finalised Student Unit Attempt Outcome, but no Outcome Code, then they will not be Government Reportable. However, if the student does not have a finalised Student Unit Attempt Outcome, and no Outcome Code, then an institution may elect to include them in the VET Government Submission as an incomplete Enrolment. Only relevant for Student Unit Attempts and will be set to 'Yes' for Advanced Standing Units. Used for internal reporting and by the process that creates the VET Government Submission Snapshot (STAJ8005).
REFERENCE_CD_QUAL	The Qualification Reference Code for the Course Version. This will typically only have a value when the Course Code is not the National Code. The Qualification Reference Code will represent the National Code. Used for various internal reports. If specified, this value will be reported in the following AVETMISS files (instead of the Course Code): Course - NAT00030 Enrolment - NAT00120 Qualification Completed - NAT00130 If specified, this value will be reported in the following Centrelink file: Unit Record Defined in CRSF11C0
REFERENCE_CD_UOC	The Unit Of Competency Reference Code for the Unit Version. This will typically only have a value when the Unit Code is not the National Code. The Unit Of Competency Reference Code will represent the National Code. Used for various internal reports. If specified, this value will be reported in the following AVETMISS files (instead of the Unit Code): Course - NAT00030 Enrolment - NAT00120 Qualification Completed - NAT00130 If specified, this value will be reported in the following Centrelink file: Unit Record Defined in CRSF11C0
LOAD_CAL_TYPE	The Load Period of the Student's Enrolment. The Load Period will determine the percentage of contact hours to be included against the Snapshot record (as defined by the Load Calendar Structure - ENRF01K0). The Load Period will be null for Advanced Standing data.
LOAD_CI_SEQUENCE_NUMBER
TEACH_CAL_TYPE	The Teaching Period that the student is enrolled in the Unit Version. The Teaching Period will be null for Advanced Standing data. These fields will be an indication that the record is a Student Unit Attempt and not an Advanced Standing unit. Used for various internal reports.
TEACH_CI_SEQUENCE_NUMBER
FUNDING_SOURCE	The Funding Source for the Student's Enrolment. If an override Funding Source is recorded at the Student Unit Attempt level, then this will be used as the data source for this field. However, if the Funding Source is not overridden at the Student Unit Attempt level, then this will be used in the Funding Source recorded against the Student Course Attempt. For Advanced Standing the value will always be sourced from the Student Course Attempt. The Government value is looked up from the Funding Source reference data table. Used for various internal reports, especially for aggregating contact hours. Reported in the following AVETMISS file: Enrolment (NAT00120) Defined in CRSF12A0 - Maintain Restricted Funding Source. GOVT_FUNDING_SOURCE
DELIVERY_TYPE	The Delivery Type of the Student's Enrolment. For Advanced Standing this value will be set to the Government-defined value '09 Not Applicable', and the corresponding institution-defined mapping. The Government value is looked up from the Delivery Type reference data table. Used for various internal reports. Reported in the following AVETMISS file: Enrolment (NAT00120).
GOVT_DELIVERY_TYPE
OUTCOME_CD	The Outcome of the Student's Enrolment, or for Advanced Standing the Outcome of the Advanced Standing source. The Government value is looked up from the Provider Outcome Reference Data table. Used for various internal reports. Reported in the following AVETMISS file: Enrolment (NAT00120) Reported in the following Centrelink file: Unit Record. Defined in ASSF01P0 - Maintain Provider Outcome Indentifier or STAF112T - Maintain Government Outcome Identifier.

INDUSTRY_GROUP_CD	The Industry Sector and Industry Group of the Course Version the student is enrolled in or has Advanced Standing in. Used for various internal reports, especially for aggregating Contact Hours. Defined in CRSF11N0 -Maintain Industry Group or STAF112V - Maintain Government Industry Group.

ADMIN_LOCATION_CD	The Administrative Location Code of the Student's Enrolment. If an Administrative Location Code is recorded against the Unit Offering Option of the Student Unit Attempt, then this field will contain that value. Otherwise, if an Administrative Location Code is recorded against the Course Offering Pattern of the Student Course Attempt, then this field will contain that value. For Advanced Standing the value will be null. Used for various internal reports, especially for aggregating Contact Hours, and tracking who is responsible for the Student's Enrolment. If an Administrative Location Code has not been specified for a Student's Enrolment (no value at the Unit Offering Option level or the Course Offering Pattern level), then institutions may choose to use the Student Course Attempt location or the Student Unit Attempt location for internal reporting. Defined in ORGF0131 - Maintain Locations.
REMOTENESS_AREA_CD	The Remoteness Area of the Student's Enrolment. If a Remoteness Area is recorded against the Location of the Student Unit Attempt, then this field will contain that value. Otherwise, if a Remoteness Area is recorded against the Location of the Student Course Attempt, then this field will contain that value. Because the Student Course Attempt and Student Unit Attempt Locations are sourced from the same set of values (Open Locations of Type Campus), it is most likely that the Remoteness Area will be sourced from the Student Unit Attempt. For Advanced Standing the value will be sourced from the Location of the Student Course Attempt. Used for various internal reports, especially for aggregating Contact Hours, and tracking who is responsible for the Student's Enrolment. Defined in ORGF0131 - Maintain Locations.
SUA_ENROLLED_DT	The Enrolled Date of the Student's Enrolment. For Advanced Standing the value will always be null. Used for various internal reports. Reported in the following Centrelink file: Unit Record
SUA_DISCONTINUED_DT	The Discontinued Date of the Student's Enrolment. Will only be set if the student has discontinued from the Unit. For Advanced Standing the value will always be null. Used for various internal reports. Reported in the following Centrelink file: Unit Record The Course/Unit Discontinuation button (depending whether in Student Course Attempt or Student Unit Attempt block in ENRF3000 - Record Enrolments). Once selected a further button asks user to continue. Once 'Yes' is accepted the date is then set.
UNIT_CLASS	The Unit Class of the Student's Unit Enrolment. For Advanced Standing the value will always be null. Used for various internal reports. Defined in CRSF2160 - Maintain Unit Classes.
SUP_UNIT_CD	The Superior Unit Version of the Student's Enrolment. Will only be set if the student is enrolled in the Superior and Subordinate Unit. For Advanced Standing the value will always be null. Used for various internal reports. The Superior Unit may be nominated to incur load or to not incur load (defined by the Unit Version). Defined in CRSF2210 - Maintain Basic Unit Details under Sub Unit Controls Tab.
SUP_VERSION_NUMBER
ADVANCED_STANDING_SOURCE	The institution-defined source of the Advanced Standing (for example, RPL, Credit Transfer, Exemption With Credit, Exemption). For a Student's Unit Enrolment the value will always be null. Used for various internal reports. Defined in ADVF4200 - Create Advanced Standing Details.
GOVT_STUDY_REASON_CD	Displays the Government Study Reason that is mapped to the Study Reason defined to the Student Course Attempt. Defined in STAF1131 - Maintain Government Study Reason Identifier. For example, 01 - To get a job. Reported in the following AVETMISS file: Enrolment (NAT00120)
STUDY_REASON_CD	Where Study Reason Identifier data exists against a Student Course Attempt eligible for inclusion in a snapshot, the corresponding Government and Institution defined Study Reason Identifier Codes are included in the VET Enrolment Snapshot. For example, 01 - To get a job, 02 - To develop my existing business, etc. Defined in ENRF01X0 - Maintain Institute Study Reason Identifier. VET_IN_SCHOOLS_IND	This field identifies whether a unit of competency/modules of a course. Reported in the following AVETMISS file: Enrolment (NAT00120

STORAGE_CLAUSE	Holds database information that is used to create the index or table. For example, may hold header information it removes to create an index. When finished, puts it back.

When using the STAT_SNPSHT_IDX table, indexes are dropped prior to the insert of data on the VET Government Snapshot Enrolment table. This assists with performance of the job. When inserting large volumes of data it is more efficient to drop the indexes, insert the data, and then rebuild the indexes after the data has been inserted. Before dropping the indexes, the indexes are stored in the index properties on the Statistics Snapshot Index table (above).

Note: If any indexes are dropped/recreated for performance reasons, may mean, jobs fail due to an unexpected error there are a number of clean-up activities that must be performed. Using Microsoft Word, open the stats_vet.doc in the Help/techdoc/callista directory for further information on how to carry out clean-up procedures.

STAF8000

STAF8000 - VET Enrolment Statistics Snapshot Control manages the VET Enrolment Statistics Snapshots (STAJ8000). Each snapshot involves large volumes of data, and it is likely that only a small proportion of snapshots created will need to be saved for future reference. Comments can be recorded against snapshots; these comments may indicate why the snapshot has been retained in the system. There is one table involved in STAF8000. It is:

STAJ8005 - Create VET Government Submission Snapshot receives information from STAJ8000 - Create VET Enrolment Statistics Snapshot and passes it on to STAJ8800 - Create VET Government Submission Files. The 13 tables involved in STAJ8005 are:

This table defines the Submission Year and Submission Number for the AVETMISS Submission. This process (STAJ8005) will link this table to the relevant VET Enrolment Statistics Snapshot, that is the basis of the VET Government Submission Snapshot. Once a submission is considered complete, the Completion Date can be set via STAF8005
GOVT_SNAPSHOT_LOAD_CAL_VET
Defines the Load Periods that will determine the contents of the VET Government Submission Snapshot. The data on this table is used by the process that creates the VET Enrolment Statistics Snapshot (STAJ8000), which forms the basis of the Government Submission Snapshot.
GOVT_SNAPSHOT_TRAINING_ORG_VET
Defines the government training organisations within a submission. An institution may deliver courses for more than one government training organisation. The institution is required to report details of enrolments for each of the government training organisations. For example, CDU deliver courses for DEET and for the South Australian state authority, hence, they will be required to create a government submission for each of these training organisations. This table contains the reportable data to be included in the Training Organisation File (NAT00010)
GOVT_SNAPSHOT_TRAINING_LOC_VET
All unique locations for a Submission and Government Training Organisation on the VET Government Snapshot Enrolment table will be included on this table. The data on this table will be included in the Training Provider Location File (NAT00020)
GOVT_SNAPSHOT_COURSE_VET
All unique courses for a Submission and Government Training Organisation on the VET Government Snapshot Enrolment table and VET Government Snapshot Qualification Completed table will be included on this table. Where more than one version of the course exists on the source tables, details from the highest version will be used. The data on this table will be included in the Course File (NAT00030)
GOVT_SNAPSHOT_UNIT_VET
All unique units for a Submission and Government Training Organisation on the VET Government Snapshot Enrolment table and VET Government Snapshot Unit Of Competency Completed table will be included. Where more than one version of the unit exists on the source tables, details from the highest version will be used.

A student may have completed more than one qualification or Course entitling the student to more than one qualification. However, some qualifications or Courses have more than one approved exit qualification. Where a client has completed one qualification or Course that entitles the client to receive more than one qualification only the highest qualification conferred in the Collection Year for that particular qualification or Course should be reported.

If the Qualification Completed File (NAT00130) is being re-submitted:

The student must have already been included in the Client File (NAT00080)
The Course must have already been included in the Course File (NAT00030)
The qualification completion must not have been the result of an approved recognition process, with no training activity in the Collection Year. In Callista this is identified by completed Student Course Attempts with no Student Unit Attempt records in the Enrolment file for the Submission being processed

Each file is a ‘flat’ file, consisting of a sequence of data records. All records consist of a set of fixed length fields and are terminated by two extra bytes containing a carriage return/line feed combination (ASCII codes 13 and 10). Files are written to the 'KEEP' directory (as defined on the System Job Control table below).

Student unit attempts, for unit of competencies, that have been completed in the submission year, but not included in the VET Government Snapshot Enrolment will be included on this table. This scenario will only ever occur for superior/subordinate units, where the superior/subordinate is a unit of competency and the subordinate/superior is a module, and the module unit is reported in the Enrolment File. The data on this table will be included in the Unit Of Competency Completed File (NAT00180)

The following table S_JOB_CONTROL will store control information for Job Scheduling. The values in here will be used by jobs, for example, to determine where files can be found and also where outputs should go.

UPDATE_ON	The Date and Time the record was last updated.

STAJ8002

STAJ8002 - Delete VET Enrolment Statistics Snapshot. The purpose of this process is to delete snapshots. Each snapshot will involve large volumes of data, and it is likely that only a small proportion of snapshots created will need to be saved for future reference. The Statistics specialist will determine which snapshots should be deleted, by flagging the delete indicator in the Maintain VET Enrolment Statistics Snapshot Control Form (STAF8000). In addition to this the Statistics specialist will be able to specify the number of snapshots to retain. The most recent snapshots will be retained until the specified number is reached. Once the specified number is reached, all remaining snapshots with the delete indicator set, will be deleted. Snapshots can be deleted on a user-defined frequency. There are two tables involved in STAJ8002. They are:

SCA_LOCATION_CD	The Location of the Student's Course Enrolment. Used for various internal reports. Defined in ORGF0131 - Maintain Locations.
SUA_LOCATION_CD	The Location of the Student's Unit Enrolment. For Advanced Standing the value will be the Location of the Student's Course Enrolment. Used for various internal reports. Reported in the following AVETMISS files: Training Provider Location (NAT00020) Enrolment (NAT00120) Defined in ORGF0131 - Maintain Locations.
ATTENDANCE_MODE_NOMINATED	The nominated Attendance Mode of the Student's Course Enrolment. Used for various internal reports. Defined in CRSF1160 - Maintain Course Attendance Modes.
ATTENDANCE_TYPE_NOMINATED	The nominated Attendance Type of the Student's Course Enrolment. Used for various internal reports, especially for aggregating contact hours. Defined in CRSF1170 - Maintain Attendance Types.
COMMENCING_COURSE_ID	Indicates whether or not the student is enrolling in the Course for the first time within the Training Organisation.Used for various internal reports. GOVT_TRAINING_ORG_UNIT_CD	The Government Training Organisation of the Course that the student is enrolled in or has Advanced Standing in. Government Submissions are for a Training Organisation. For example, Charles Darwin University (CDU) are required to submit data to the Department of Employment, Education and Training - DEET (formerly the Northern Territory Employment and Training Authority - NTETA) and to the South Australian State authority. These fields will identify the relevant data to be included in each submission. Used for various internal reports. PARTICIPATION_IND	Indicates whether or not the student has participated in the Student Unit Attempt as at the Current Date. For Student Unit Attempts the participation is determined by invoking the Participation Rule. The Participation Rule is institution defined. Set to 'N' for Advanced Standing. Used for various internal reports. May be used to identify Invalid Module Enrolments. User defined. Defined in RULF2001 - Maintain Group Rules For example, one component of the rule can be defined in ENRF30B0 - Maintain Student Attempt Participation.

INCL_VET_GOVT_ENR_FILE_IND	Indicates whether or not a superior/subordinate unit should be included in the Enrolment File (NAT00120). If a Superior/Subordinate Unit is not marked for inclusion in the Enrolment File (NAT00120), but it is a Unit Of Competency, and has been successfully completed, then it needs to be reported in the Unit Of Competency Completed File (NAT00180). Only relevant for Superior/Subordinate Units Enrolments. Will always be set to 'Yes' for standalone units. Will always be set to 'Yes' for Advanced Standing units. FINALISED_SUAO_IND	Indicates whether or not the student has a finalised Student Unit Attempt Outcome. If a student has a finalised Student Unit Attempt Outcome, but no Outcome Code, then they will not be Government Reportable. However, if the student does not have a finalised Student Unit Attempt Outcome, and no Outcome Code, then an institution may elect to include them in the VET Government Submission as an incomplete Enrolment. Only relevant for Student Unit Attempts and will be set to 'Yes' for Advanced Standing Units. Used for internal reporting and by the process that creates the VET Government Submission Snapshot (STAJ8005).
REFERENCE_CD_QUAL	The Qualification Reference Code for the Course Version. This will typically only have a value when the Course Code is not the National Code. The Qualification Reference Code will represent the National Code. Used for various internal reports. LOAD_CAL_TYPE	The Load Period of the Student's Enrolment. The Load Period will determine the percentage of contact hours to be included against the Snapshot record (as defined by the Load Calendar Structure - ENRF01K0). The Load Period will be null for Advanced Standing data. The Load Sequence Number is defined in STAJ8005.
LOAD_CI_SEQUENCE_NUMBER
TEACH_CAL_TYPE	The Teaching Period that the student is enrolled in the Unit Version. The Teaching Period will be null for Advanced Standing data. These fields will be an indication that the record is a Student Unit Attempt and not an Advanced Standing unit. Used for various internal reports.

FUNDING_SOURCE	The Funding Source for the Student's Enrolment. If an override Funding Source is recorded at the Student Unit Attempt level, then this will be used as the data source for this field. However, if the Funding Source is not overridden at the Student Unit Attempt level, then this will be used in the Funding Source recorded against the Student Course Attempt. For Advanced Standing the value will always be sourced from the Student Course Attempt. The Government value is looked up from the Funding Source reference data table. Otherwise, if an Administrative Location Code is recorded against the Course Offering Pattern of the Student Course Attempt, then this field will contain that value. For Advanced Standing the value will be null. Used for various internal reports, especially for aggregating Contact Hours, and tracking who is responsible for the Student's Enrolment. If an Administrative Location Code has not been specified for a Student's Enrolment (no value at the Unit Offering Option level or the Course Offering Pattern level), then institutions may choose to use the Student Course Attempt location or the Student Unit Attempt location for internal reporting. REMOTENESS_AREA_CD	The Remoteness Area of the Student's Enrolment. If a Remoteness Area is recorded against the Location of the Student Unit Attempt, then this field will contain that value. Otherwise, if a Remoteness Area is recorded against the Location of the Student Course Attempt, then this field will contain that value. Because the Student Course Attempt and Student Unit Attempt Locations are sourced from the same set of values (Open Locations of Type Campus), it is most likely that the Remoteness Area will be sourced from the Student Unit Attempt. For Advanced Standing the value will be sourced from the Location of the Student Course Attempt. SUA_DISCONTINUED_DT	The Discontinued Date of the Student's Enrolment. Will only be set if the student has discontinued from the Unit. For Advanced Standing the value will always be null. The Course/Unit Discontinuation button (depending whether in Student Course Attempt or Student Unit Attempt block in ENRF3000 - Record Enrolments). Once selected a further button asks user to continue. Once 'Yes' is accepted the date is then set.
UNIT_CLASS	The Unit Class of the Student's Unit Enrolment. For Advanced Standing the value will always be null. Used for various internal reports. Defined in CRSF2160 - Maintain Unit Classes.
SUP_UNIT_CD	The Superior Unit Version of the Student's Enrolment. Will only be set if the student is enrolled in the Superior and Subordinate Unit. For Advanced Standing the value will always be null. Used for various internal reports. The Superior Unit may be nominated to incur load or to not incur load (defined by the Unit Version).
