HE Statistics Glossary
The terms used in the Statistics subsystem - Government Reporting are described below.
The relationships between data, and concepts used in this subsystem, are explained in detail in the Understanding HE Statistics section. Refer to the DIISRTE manual for definition of terms and element descriptions relating directly to DIISRTE reporting.

| Calculation of EFTSL | STA_EFTSU_CALC - EFTSL (previously called EFTSU), is an Equivalent Full-Time Student Load. It is a measure of the Study Load, for a year, of a student undertaking a Course of Study on a full-time basis. Also see, EFTSL. |
| Centrelink Unit and Name Files | STAJ0030 - The job is run to create the Centrelink Name and Unit files containing details of students enrolled and units studied during the current submission period. |
| COMMONWEALTH LEARNING SCHOLARSHIP File | STAJ0130 - This process creates the Commonwealth Learning Scholarship (SS) File. The file contains, for each half year, records of all students who had a Commonwealth Accommodation Scholarship (CAS) and/or a Commonwealth Education Costs Scholarship (CECS) at any time up until the Scholarship is reported with a Government Scholarship Status of 3 (Terminated). |
| Copy Extract Files From Secure Area | STAJ0120 - This function enables the institution to copy Government Statistics Extract Files from a secure directory (the KEEP directory specified in S_JOB_CONTROL) to a directory where users can access them (the USER directory specified in S_JOB_CONTROL). |
| COURSE OF STUDY File | STAJ0040 - The function is run to create an extract file containing details of the courses studied by the HEP’s students during the current Submission Year and the previous Submission Year. |
| Delete Enrolment Statistics Snapshot | STAJ0010 - To delete Enrolment Statistics Snapshots which are no longer required. |
| Derivation of a Commencing Student | STA_DERIVE_COMMENCING - Callista derives the Commencing Student check box according to the DIISRTE definition of a Commencing Student. Each of the DIISRTE rules and its treatment in Callista is included in the file. |
| Derivation of the Government Reportable Check Box | STA_DERIVE_GOVT_REPORTABLE - The process which determines whether or not a record in the Create Enrolments Statistics Snapshot (STAJ0100) is reportable in the Create Government Submission Snapshot (STAJ0110), is described in this file. |
| Derivation of Values | STA_GOV_SUB_DERIVED_VALUES - Various data elements included in the Government statistics data extracts are derived by Callista from other information. This file lists the sources. |
| Discipline Band | STAF112H - In this form the Government Discipline Groups are matched to Discipline Bands representing different Commonwealth rates. |
| Enrolment File | STAJ0090 This function extracts information that should be reported in the DU file that is reported to DIISRTE. |

| Enrolment Statistics Snapshot Exception Report | STAR0100 - To report those records which are unable to be included in a particular Enrolments Statistics Snapshot. |
| Government Aboriginal/Torres Strait Islander Code | STAF112D - This form is used to record and maintain the set of Government Aboriginal and Torres Strait Islander codes. Institutions are required to report to Government, for each student, whether they are of Australian Aboriginal/Torres Strait Islander descent. The codes for reporting this data are specified in the DIISRTE manual (element 316). |
| Government Admissions Statistics Snapshot | STAJ0500 - This job is used to create a 'point in time' snapshot of the admissions data contained in the system. This data is then used (in STAJ0510) to create the Govt. University Applications and Offers files for reporting to DIISRTE. |
| Government Admissions Snapshot Control | STAF1360 - This form is used to configure the Submission Snapshot Control parameters and Admission calendars that are used in the Government Admissions Statistics Snapshot job (STAJ0500). |
| Government Admission Submission Files | STAJ0510 - This job is used to create submission files from the admissions data extracted by the STAJ0500 job that are required for reporting Application and Offer data to DIISRTE. |
| Government Attendance Mode | STAF112C - Institutions are required to report to Government statistics concerning courses offered and enrolments in courses. These statistics include the attendance mode of each enrolled student. This is recorded as the Government Attendance Mode (element 329) specified in the Data Dictionary of the DIISRTE manual. |
| Government Basis for Admission Type | STAF112A - Use this form to record 'Government basis for Admission Type Codes' (DIISRTE element 327). When a set of institution defined basis for admission type codes are recorded in ADMF0270, each must be mapped to one of these Government types. |
| Government Citizenship Code | STAF1129 - This form is used to record and maintain the set of Government Citizenship Codes. Institutions are required to report to Government each Student's Status in relation to Australian Citizenship. The codes for reporting this data are DIISRTE manual (specified in the element 358). Where a set of institution defined Citizenship Codes has been defined (ENRF0140), each must be mapped to a particular Government Citizenship Code. |
| Government Country Code | STAF1124 - This form is used to record and maintain the set of Government Country Codes. Institutions are required to report to government, for each student, their Countries of Birth, Permanent Residence and Semester Residence. The codes for reporting this data are specified in the DIISRTE manual (elements 346, 320,319). Where a set of user defined Country Codes has been defined (ENRF0120), each must be mapped to a particular Government Country Code. |
| Government Course Attendance Type | STAF112B - Institutions are required to report to Government Statistics concerning Courses offered and Enrolments in courses. These statistics include the Attendance Type of each enrolled student. This is recorded as the Government Attendance Type (element 330) specified in the Data Dictionary of the DIISRTE manual. Where a set of institution defined Attendance Types has been defined (CRSF1170), each must be mapped to a particular Government Attendance Type. |
| Government Course Type | STAF1121 - Institutions are required to report statistics concerning Courses offered and Enrolments in courses to the government. These statistics are aggregated against Government Course Type codes (element 310) specified in the Data Dictionary of the DIISRTE manual. Where a set of institution defined Course Types has been defined (CRSF1110), each must be mapped to a particular Government Course Type. |
| Government Discipline Groups | STAF1128 - Institutions are required to report to government statistics concerning courses offered and enrolments in courses. These statistics include the attribute Discipline Group (element 336) specified in an appendix to the DIISRTE manual. Where a set of institution defined Disciplines has been defined (CRSF2110), each must be mapped to a particular Government Discipline Group. |
| Government Fields of Education | STAF112J - Institutions are required to report to DIISRTE, statistics concerning courses offered and enrolments in courses. The Field of Education code (DIISRTE element 461) and the Field of Education Supplementary Code (DIISRTE element 462) identify the field of education to which courses are classified. |
| Government Fields of Study | STAF1123 - Institutions are required to report to Government Statistics concerning Courses offered and Enrolments in courses. These statistics include DIISRTE Research Codes, Research Fields, Courses and Disciplines Codes or Field of Research Codes as specified by the Australian Bureau of Statistics. Where a set of institution defined fields of study has been defined (CRSF1140), each must be mapped to a particular Government field of study. |
| Government Funding Source | STAF1127 - Institutions are required to report statistics concerning Courses offered and Enrolments in courses to the government. These statistics included the Attribute and Government Funding Source DIISRTE no longer require reporting of this data element, however, institutions using institution defined Funding Sources (CRSF11B0) will need to maintain a set of reference data, here, for mapping purposes. |
| Government Honours Level | STAF112F - Use this form to record and maintain Government Honours Level Codes and descriptions as specified by DIISRTE (element 310). These codes are mapped to institution defined Honours Levels (using GRDF1800) which are then used to specify the Honours Level of Graduands in the Graduation subsystem. |
| Government Immigration Office | STAF1135 - This form allows the recording of listed Government Immigration Offices. They have a descriptive name only (For example, THE AUSTRALIAN HIGH COMMISION, TOKYO, JAPAN). The description will enable mapping to institution defined code values. |
| Government Language Code | STAF1125 - This form is used to record and maintain the set of Government Language Codes. Institutions are required to report to Government, for each student, the main non-English language spoken at the student's Permanent Home Residence. The codes for reporting this data are specified in the DIISRTE manual (element348). Where a set of institution defined Language Codes has been defined (ENRF0130), each must be mapped to a particular Government Language Code. |
| Government Permanent Resident Code | STAF112G - This form is used to record and maintain the set of Government Permanent Resident Codes. Institutions are required to report each student's Australian Residency Status to Government. The codes for reporting this data are specified in the DIISRTE manual (element 390). Where a set of user defined permanent resident codes has been defined (ENRF01C0), each must be mapped to a particular Government Permanent Resident Code. |
| Government Prior Education Code | STAF112I - In the self-enrolment application of Callista Connect, students can record and update Government statistics including Prior Education Codes. The codes for reporting this data are specified in the DIISRTE manual (element 493). |
| Government Reportable Indicator | STAF1250 - Use this form to view Enrolment Statistics snapshot records with a Government Reportable Indicator of 'W - warning', and (following investigation) to reset the flag to 'X - not reportable' where appropriate. |
| Government Revision Submission | STAJ1610 - Use this form to view enrolment statistics snapshot records with a Government Reportable Indicator of 'W - warning', and (following investigation) to reset the flag to 'X - not reportable' where appropriate. There are various DIISRTE elements that are reported on. |
| Government Revision Submission Report | STAJ1630 - This function identifies and records the Student Unit Attempts that should be in the Revision file and/or the Load Liability file for the Revision Submission. There are various DIISRTE elements that are reported on. |
| Government Scholarship Termination Code | STAF1133 - This form is used to record and maintain Government Scholarship Termination Codes for Commonwealth Learning Scholarships (CLS). The information entered in this form is used by SCHF0400 (Maintain Scholarship Termination Code) to map a Government Scholarship Termination Code (DIISRTE element 538) to each institution defined Scholarship Termination Code. |
| Government Scholarship Type | STAF1130 - This form is used to maintain Government Scholarship Types. This is due to the introduction of DIISRTE data element 487 - Scholarship Type Code, which needs to be reported in the Liability Status File. These Government values need to be mapped to user defined Scholarship Types in RESF31A0 - Maintain Scholarship Types. This form includes a button that navigates to RESF31A0 and queries all user-defined Scholarship Types mapped to the context Government Scholarship Type. |
| Government Scholarship Status | STAF1132 - This form is used to record and maintain Government Scholarship Status Codes for Commonwealth Learning Scholarships (CLS). The DIISRTE element code is 526. The information entered in this form is used by SCHF0350 (Maintain Scholarship Status) to map a Government Scholarship Status to each institution defined Scholarship Status. |
| Government Snapshot Control | STAF1350 - Used to specify which data is included in particular government snapshots. (Note: STAF1340 has been decommissioned.) |
| Government Special Course Type | STAF1122 - This form is used to record and maintain the set of Government Special Course Types. Institutions are required to report to Government, Statistics concerning Courses offered and Enrolments in courses. These statistics included the attribute Government Special Course Type (element 312) specified in the Data Dictionary of the DIISRTE manual. A special course is a course which is of special interest to DIISRTE. The values for Special Course Type are assigned to course versions. |
| Government Student Load Enrolment File | STAJ0080 - Historically, having created the Government Submission Snapshot, this job was run to create the Student Load Extract file required by DIISRTE. This file is no longer submitted to DIISRTE. |
| Government Submission Snapshot | See STAJ0110 - A snapshot of Callista Enrolment and Load data from which extracts used in HEPCAT are produced. |
| Government Submission Snapshot Exception Report | STAR0110 - This report is set up as output from the job STAJ0110, in job scheduler. It is possible to reproduce previous copies of this report and to produce a report for a single Error or Warning message number. The report can also be produced as a Summary Report for identification and elimination of bulk exceptions, or as a detail report, when exception numbers are at a manageable level. |
| Government Work Experience in Industry Code | STAF1134 - This form is used to record and maintain Government Work Experience Codes for Commonwealth Learning Scholarships (CLS). The DIISRTE element is 337. The information entered in this form is used by CRSF2210 (Maintain Basic Unit Details). |
| LOAD LIABILITY File | STAJ0140 - This function extracts information that should be reported in the LL file that is reported to DIISRTE. |
| OS-HELP File | STAJ0160 - This function extracts information that should be reported in the OS file that is reported to DIISRTE. |
| PAST COURSE COMPLETIONS File | STAJ0070 - The STAJ0070 job is run to create a PS extract file, containing details about Award Courses completed by students in the Submission year. (The Submission Year is defined in STAF1350, or is the current year.) |
| REVISED HELP DUE File | This file is created when STAJ0050 is run with Submission type = REVISION. |
| REVISED LOAD LIABILITY File | This file is created when STAJ0140 is run with Submission type = REVISION |
| REVISED OS HELP File | This file is created when STAJ0160 is run with Submission type = REVISION |
| REVISION File | STAJ0162 - This function extracts information that should be reported in the RF file that is reported to DIISRTE. |
| Set CHESSN Status to Active | STAJ0200 - This function sets the Person CHESSN record to Active for all students reported in a Government Submission |
| SLE/HELP Revision File | STAJ1620 - This function extracts information recorded in Student Unit Attempts that should be reported in a Revisions File. Parameter driven, this function is run for a particular Revision Year and Revision Number. |
| Statistics Configuration | STAF1000 - This form is used to maintain configuration data used in the Statistics subsystem. For example, to control the reporting of Teritary Admission Centre (TAC) applications. |

| Statistics Subsystem | TOCSTA - Lists all Statistics Files, and what areas they are used in. |
| Statistics Subsystem Data Pre-Requisites | STA_PRE_REQS - This document describes the data which must be established, assumptions which must be met and actions which must take place prior to using the Statistics Subsystem snapshot processes. |
| Student Contribution Due File | STAJ0050 - The job is run to create an extract file, containing details about Student Contribution debts which are to be recovered through the Taxation System and personal details for the students who have the debt. The file is created in accordance with the DIISRTE file specification, for loading into HEPCAT, and is only created for submissions 1 and 2. |
| Student Contribution Liability Status File | STAJ0060 - Historically, having created the Government Submission Snapshot, this job was run to create the HECS Liability Status Extract file required by DIISRTE. This file is no longer submitted to DIISRTE. |
| Student Enrolment File | STAJ0090 - The job is run to create an extract file, containing records which provide a 'profile' of the student (e.g. date of birth, sex, home location, ethnicity, educational background). This job is dependent on the Create Government Submission Snapshot process (STAJ0110) being performed, for the particular submission, first. |
| Student Load Liability File | STAJ0140 - This process will create the Student Load Liability file required for government reporting. |
| Understanding Statistics | STAINTR3 - This document provides an overview of the Statistics Subsystem and its use for the production of Government Statistical Returns. |
| UNIT OF STUDY COMPLETIONS File | STAJ0150 - This function enables the creation of the Unit of Study Completions file. The Unit of Study Completions File contains records reporting revised Element Unit of Study Completions Status data for all the Units of Study undertaken by students in the Reference Year. |
