funding and regulation of Australia’s higher education sector is provided for
through the following two legislative acts:

The Higher
Education Support Act 2003 (HESA) provides for Guidelines to contain administrative
matters or details related to particular higher education funding programmes.

Administrative
information for Providers (AIP)
This administrative
information for providers (AIP) has been developed to help higher education
providers interpret and implement the student support policies that are enacted
under Commonwealth legislation. It explains the rules and procedures associated
with administering:
- Places
for Commonwealth supported students;
- The Student
Learning Entitlement; and
- The Higher
Education Loan Programme.
The information
on the above initiatives takes into account the implementation of the higher
education reforms, announced in the policy statement, Our Universities: Backing
Australia’s Future. It should be read in conjunction with the Higher Education
Support Act 2003 (HESA), the Higher Education Support (Transitional Provisions
and Consequential Amendments) Act 2003 (TCA), and associated guidelines.
