STAF1127 - Maintain Government Funding Source

Purpose

To enable the creation and maintenance of Government Funding Sources in accordance with the documentation for the Higher Education Student Collection.
Note that this data element is no longer required for Government statistics.

This form is used by administration staff to maintain Government-defined funding sources.

A Government Funding Source can be mapped to an internal Funding Source, as defined in the Maintain Funding Sources form (CRSF11B0).

Important: Universities are required to report statistics to the government concerning courses offered and enrolments in courses. These statistics previously included the attribute, Government Funding Source (element 357), specified in the Data Dictionary of the DIISRTE manual. DIISRTE no longer requires reporting of this data element. However, institutions using institution-defined Funding Sources (CRSF11B0) will need to maintain a set of reference data here, for mapping purposes. This could be identical to the institution-defined Funding Sources or this facility could be used as a summary level to aggregate Funding Source data for institution purposes. Government Funding Source described the source of recurrent grant funding and used the codes listed below.

Rules/Notes:

The following are examples of Government Funding Source codes:

1: General recurrent grant funding
2: Non-general recurrent grant funding

The Level field is used to assign a level ('National', 'State' or 'No Govt Funding') to a Govt Funding Source. The default value is National. (The level 'No Govt Funding' indicates that the Govt Funding Source is not reportable.)

The VET FEE HELP Available checkbox is used to indicate that courses with the funding source are eligible for VET FEE HELP (for example, Victoria state government-funded courses can be marked as VET FEE HELP applicable). This check box is only available to VET sector funding sources.

The State Funding Source field is used to add the Government recognised code (used for VET reporting purposes) for a Govt Funding Source record when it has been assigned a level of 'State'.

A lamp is displayed for State level Govt Funding Sources that have been mapped to a National Funding Source (in STAF1126) to indicate what National Funding Source it has been mapped to. The National Funding Source value and description (from STAF1126) are displayed. For example, 0 'Operating Grant'.

Important: A unique Govt Funding Source code is required for a 'State' level funding source record. The assigned Govt Funding Source code used for a State level funding source has no relevance to a National level Govt Funding Source and is only used as a dummy value.
Care should be taken when assigning a Govt Funding Source code for a State level funding source - once a Govt Funding Source code is assigned it cannot be re-used to define a National level funding source.

The Apprenticeship/Traineeship check box is only available for VET sector 'State' level Funding Sources.

Note: If the Apprenticeship/Traineeship check box is selected and the institution-defined funding source in the Student Course Attempt is mapped to a State level Funding Source, then the course is considered an Apprenticeship/Traineeship for the purposes of Fee Capping. (See FINJ3500.)

The Funding Sources button links to Maintain Funding Sources (CRSF11B0).

The Funding Mapping button navigates to the Maintain State Funding Source Mapping form (STAF1126) from where you can map a State level Funding Source to a National level Funding Source. This button is only enabled for National level Government Funding Sources.

Validations:

  • A National level Funding Source cannot be closed if the mapped State level Funding Source is not closed.
  • A Funding Source level cannot be updated if it has been mapped to an institution-defined Funding Source.
  • A Funding Source level cannot be updated if a mapping exists between the State level Funding Source and the National level Funding Source.
  • Only VET Sector funding sources can be VET FEE HELP applicable.
  • A State Funding Source must be defined for records with a level of 'State'.
  • The Apprenticeship/Traineeship indicator is only applicable to VET sector State level Funding Sources.

To create a new Government Funding Source record using the Maintain Government Funding Source form:

  • Enter Insert Mode.
  • Enter the new DIISRTE code in the Govt Funding Source field of a blank record.
  • Enter the description of the Funding Source in the Description field.
  • Select a level for the Govt Funding Source, from the LOV in the Level field.
  • Select a sector (HE or VET) from the LOV in the Sector field.
  • Save.

 

To delete a Government Funding Source record using the Maintain Government Funding Source form:

  • Find the record to be deleted.
  • Locate the cursor in the record to be deleted.
  • Delete record.
  • Save.

Rules/Notes:

If a Government Funding Source code has been assigned to a course or used elsewhere in the System, it cannot be deleted. It can be closed, preventing any further use, by selecting the Closed check box.

A Government Funding Source cannot be closed if any of the Funding Sources mapped to it are open.

To modify a Government Funding Source record using the Maintain Government Funding Source form:

  • Find the record to be modified.
  • Modify the record, as required.
  • Save.

Rules/Notes:

If a Government Funding Source code has been assigned to a course or used elsewhere in the system, its description should only be modified where the change is to correct an incorrectly entered description. A new Government Funding Source code should normally be created, in accordance with DIISRTE specifications.

In most cases the description will come directly from DIISRTE documentation.

A Government institution code can be closed, preventing any further use, by selecting the Closed check box.
