STAJ8005 - Create VET Government Submission Snapshot - VET only

Purpose	To produce a point in time snapshot of Enrolment, Government Fee Liability and Load data contained in the system for use in producing Government Statistical Returns.

The Government Submission Snapshot process is run in order to capture a snapshot of data from Callista. The 'snapshot' consists of collecting data from throughout Callista and storing it in separate Callista tables. Separate jobs are run to create each extract file from the Government Snapshot.

Government Snapshot tables can be used:

to check data,
to trial data through the Government Submission process for the purpose of ensuring data integrity, and
as a source of statistical information if the institution desires.

At an appropriate time after the Census Date, one of the VET Enrolment Statistics Snapshots is selected as being representative of the enrolment situation at the Census Date, and is used in the production of the VET Government Submission Snapshot. The VET Enrolment Statistics Snapshot used is specified as a parameter for this job.

This job receives information from STAJ8000 - Create VET Enrolment Statistics Snapshot and passes it on to STAJ8800 - Create VET Government Submission Files.

The tables populated by STAJ8005 are:

GOVT_SNAPSHOT_CTL_VET
This table defines the Submission Year and Submission Number for the AVETMISS Submission. This process (STAJ8005) will link this table to the relevant VET Enrolment Statistics Snapshot, that is the basis of the VET Government Submission Snapshot. Once a submission is considered complete, the Completion Date can be set via STAF8005.
GOVT_SNAPSHOT_LOAD_CAL_VET
Defines the Load Periods that will determine the contents of the VET Government Submission Snapshot. The data on this table is used by the process that creates the VET Enrolment Statistics Snapshot (STAJ8000), which forms the basis of the Government Submission Snapshot.
GOVT_SNAPSHOT_TRAINING_ORG_VET
Defines the government training organisations within a submission. An institution may deliver courses for more than one government training organisation. The institution is required to report details of enrolments for each of the government training organisations. For example, CDU deliver courses for federal and state authorities, hence, they will be required to create a government submission for each of these training organisations. This table contains the reportable data to be included in the Training Organisation File (NAT00010).
GOVT_SNAPSHOT_TRAINING_LOC_VET
All unique locations for a Submission and Government Training Organisation on the VET Government Snapshot Enrolment table will be included on this table. The data on this table will be included in the Training Provider Location File (NAT00020).
GOVT_SNAPSHOT_COURSE_VET
All unique courses for a Submission and Government Training Organisation on the VET Government Snapshot Enrolment table and VET Government Snapshot Qualification Completed table will be included on this table. Where more than one version of the course exists on the source tables, details from the highest version will be used. The data on this table will be included in the Program File (NAT00030).
GOVT_SNAPSHOT_UNIT_VET
All unique units for a Submission and Government Training Organisation on the VET Government Snapshot Enrolment table and VET Government Snapshot Unit Of Competency Completed table will be included. Where more than one version of the unit exists on the source tables, details from the highest version will be used.
The data on this table will be included in the Subject File (NAT00060).
GOVT_SNAPSHOT_PERSON_VET
All unique person ID’s for a Submission and Government Training Organisation on the VET Government Snapshot Enrolment table and VET Government Snapshot Qualification Complete table will be included on this table. The data on this table will be included in the Client File (NAT00080).
GOVT_SNAPSHOT_PERSON_ADDR_VET
Address details for all unique person ID’s for a Submission and Government Training Organisation on the VET Government Snapshot Enrolment table and VET Government Snapshot Qualification Complete table will be included on this table. The data on this table will be included in the Client File (NAT00085)
GOVT_SNAPSHOT_DISABILITY_VET
Disability details of all unique person ID’s for a Submission and Government Training Organisation on the VET Government Snapshot Person table will be included on this table. The data on this table will be included in the Client Disability File (NAT00090).
GOVT_SNAPSHOT_PRIOR_ED_VET
Prior educational achievements of all unique person ID’s for a Submission and Government Training Organisation on the VET Government Snapshot Person table will be included on this table. The data on this table will be included in the Client Prior Educational Achievement File (NAT00100)
GOVT_SNAPSHOT_ENROLMENT_VET
Government reportable enrolments and advanced standing for a Submission and Government Training Organisation will be included on this table.
The data on this table will be included in the Enrolment File (NAT00120).
GOVT_SNAPSHOT_QUAL_COMP_VET
Student course attempts that have been completed in previous years going back to 2012(but not already reported) will be included on this table. The data on this table will be included in the Program Completed File (NAT00130).
GOVT_SNAPSHOT_UOC_COMP_VET
Student unit attempts, for unit of competencies, that have been completed in the submission year, but not included in the VET Government Snapshot Enrolment will be included on this table. This scenario will only ever occur for superior/subordinate units, where the superior/subordinate is a unit of competency and the subordinate/superior is a module, and the module unit is reported in the Enrolment File. The data on this table will be included in the Unit Of Competency Completed File (NAT00180).
GOVT_SNAPSHOT_APPRENTICE_VET
This data is no longer used. The data on this table was included in the New Apprenticeship File (NAT00200).
GOVT_SNAPSHOT_ENROL_VET_VIC
Victorian Government reportable enrolments and advanced standing for a Submission and Victorian Government Training Organisation are included on this table. This table is an extension of the GOVT_SNAPSHOT_ENROL_VET table, but stores data that is specific to Victorian authorities. The data on this table is included in the Enrolment File (NAT00120).

To run a VET Government Submission Snapshot, select Statistics/VET Statistics Reports and Jobs/STAJ8005 - Create VET Government Submission Snapshot from the main menu. Enter values in the following parameters:

New Submission Tab

Submission: Used to specify the submission for which the Government Snapshot is being run, (for example, 2020 1, 2020 2). Select a submission from the list of values (LOV).

Govt Training Organisation: Use the LOV to specify the Government Training Organisation for this Submission.

VET Enrolment Statistics Snapshot: Used to specify the Enrolment Statistics Snapshot to be used by this job. Either specify a Snapshot here, or leave this parameter blank and select (tick) the Use Most Recent Enrolment Statistics Snapshot check box.

Use Most Recent Enrolment Statistics Snapshot: Select (tick) this check box to use the most recently produced Enrolment Snapshot. If the check box is selected, you must leave the previous parameter, VET Enrolment Statistics Snapshot, blank.
Leave the check box unselected if you specified a snapshot in the previous parameter, VET Enrolment Statistics Snapshot.

Refresh Qualification Completed Data Only: Select this check box if the submission has already been created. (i.e. if the job has been run previously for the same parameters.)

Incomplete Government Outcome Code: Use the LOV to select the required Incomplete Government Outcome Code.

Included Incomplete Enrolments: Select this check box to include incomplete enrolments in the Snapshot.

Previous Submission Tab

Previous Log Creation Date: Specify a Previous Log Creation Date, to reproduce the Exception Report from a previous run of this job. Use the LOV to select a previous log record. If this parameter is used, the VET Enrolment Statistics Snapshot parameter must be left blank and the Use Most Recent Enrolment Statistics Snapshot parameter must be left blank (unselected).

Report Production Details Tab

Report Level: Use the LOV to select 'SUMMARY ONLY' or 'ALL'. SUMMARY ONLY is used for an initial run of this job for a particular Government submission. This produces a statistical summary of the various errors (exceptions) logged during the process. Large volume errors can then be addressed en masse.
Use the ALL option for subsequent runs so that lower volume errors can be addressed on a record by record basis.

Message Number: Specify an error log message number to display only those records with this message number, in the Exception Report. This is useful for isolating and dealing with one error at a time.

The GOVT_SNAPSHOT_ENROL_VET_VIC table is only populated if the Govt State code is 02 (Victoria) in the GOVT_SNAPSHOT_TRAINING_ORG_VET table.

ESSV_SNAPSHOT_DT_TIME	Indicates the Vet Enrolment Snapshot that was used as the basis for the Vet Government Snapshot. Taken from the Snapshot Date/Time field in the Submissions Tab of STAJ8005.
COMPLETION_DT	The date on which the Submission was made. The Enrolments Statistics Snapshot Date and Time cannot be updated if this field is set. Defined in STAF8005.
UPDATE_WHO	The name of the user who last updated the record.
UPDATE_ON	The Date and Time the record was last updated.

These fields will identify the relevant data to be included in each submission. Used for various internal reports. Defined in STAF112U - Maintain Govt Training Organisation.

TITLE	The Title is taken from STAF112U - Maintain Government Training Organisation.
ADDR_LINE_1	The Address Line may be taken from ORGF0142 - Maintain Organisational Unit Addresses. See Institution Address field. Note: The following fields down to FAX_NUMBER (excluding GOVT_STATE), are determined by institutions, and can be sourced from wherever the institution nominates. See Section 3.2 Training Organisation Address in stats_vet.doc for further details.
ADDR_LINE_2	The Address Line may be taken from ORGF0142 - Maintain Organisational Unit Addresses.
LOCALITY	The Locality may be taken from ORGF0142 - Maintain Organisational Unit Addresses.

GOVT_STATE	The Government State is defined in STAF112W - Maintain Government State. The System State Table (S_STATE) fields list the differences between HE/VET. For example, VET for NSW is 01, VIC is 02, where as HE for NSW is NSW and VIC is VIC. To identify Skills Vic data, the GOVT_STATE code is equal to 02 (Victoria).
CONTACT_NAME	The Contact Name may be taken from ORGF0142 - Maintain Organisational Unit Addresses. See Contact Person field
PHONE_NUMBER	The Phone Number may be taken from ORGF0142 - Maintain Organisational Unit Addresses. See Contact Phone Number field.

TITLE	The Title of the Course. Defined in CRSF1210 - Maintain Basic Course Details by Institution. See main block for the Title field. An error is reported if this field is blank.
COURSE_TYPE	The Course Type. Defined in CRSF1210 - Maintain Basic Course Details. See main block for the Course Type field. Institution defined, Course Type indicates the type of course. Examples are: 'Advanced Diploma', 'Diploma', 'Certificate 1-4 and 'Non Award Course'. An error is reported if this field is blank.
GOVT_COURSE_TYPE	The Government Course Type (Qualification Category) of the Course Version the student is enrolled in or has Advanced Standing in. Used for various internal reports, especially for aggregating contact hours. Defined in STAF1121 - Maintain Government Course Codes. An error is reported if this field is blank.
FIELD_OF_STUDY_MAJOR	A classification of courses based on similarity in terms of the vocational field of specialisation or the principal subject matter of the course. Defined in CRSF1260 - Maintain Course Fields of Study. See Field of Study block, then Field of Study field. An error is reported if this field is blank.
GOVT_FIELD_OF_STUDY_MAJOR	Defined in CRSF1140 - Maintain Fields of Study. See Field of Study block, then Govt Field of Study. An error is reported if this field is blank.
OCCUPATION_TYPE_MAJOR	Occupation Types are assigned to each Course Version to identify the types of occupations that may be expected for those undertaking the Course or Program of Study. This mapping will be enforced for all VET-sector courses when set to ACTIVE, and will be used to derive the required ANZSCO (Occupation Type) information for AVETMISS reporting. CRSF12H0 - Maintain Course Occupation Type. See Course Occupation Type block, then the Occupation Type field. An error is reported if this field is blank.
GOVT_OCCUPATION_TYPE_MAJOR	Each institution-defined value must map to Government Occupation Type value for reporting purposes. Defined in STAF112L - Maintain Government Occupation Types and CRSF11K0 - Maintain Occupation Types. For example, value 3112-13 equals Earth Science Technical Officer. An error is reported if this field is blank.
VET_IND	The Vet check box is found in CRSF1210 - Maintain Basic Course Details, under the VET tab. An error is reported if this field is blank.
REFERENCE_CD_QUAL	The Qualification Reference Code for the Course Version. This will typically only have a value when the Course Code is not the National Code. The Qualification Reference Code will represent the National Code. Used for various internal reports. Defined in CRSF11C0. An error is reported if this field is blank.
REFERENCE_CD_DESC_QUAL	The Course Qualification Reference Code. See CRSF1290 - Maintain Course Reference Codes. The Course Version block displays current Course Version record from CRSF1210 (see above). The displayed records in the Course Reference Code block, are the alternative Reference Codes for the context record. An error is reported if this field is blank.
CONTACT_HOURS	The Course Contact Hours. Defined in CRSF1210. An error is reported if this field is blank.
RECOGNITION_TYPE	The Recognition Type. Defined in CRSF1210 under the VET Tab. Recognition Types are used to distinguish courses by their level of recognition within the VET sector. Each Recognition Type is mapped to a Government Recognition Type to enable derivation of a course's highest level of recognition as used in the AVETMISS reporting. See also CRSF11J0 - Maintain Recognition Type. An error is reported if this field is blank.
GOVT_RECOGNITION_TYPE	The Government Recognition Type. Defined in STAF112K - Maintain Government Recognition Type, under Govt. Recognition Type field. For example, 11 ACCREDITED - Leads to national training package qualification. An error is reported if this field is blank.
UPDATE_WHO	The name of the user who last updated the record. An error is reported if this field is blank.

REFERENCE_CD_UOC	The type, or classification, of an 'other System' Unit Reference Code. This is defined in CRSF2270 - Maintain Unit Reference Codes. This is accessed through Other Unit Details button in CRSF2210, then the Reference Codes arrow from the overlay. An error is reported if this field is blank.
REFERENCE_CD_DESC_UOC	The description or name represented by the Reference Code with which it is associated. This is defined in CRSF2270 - Maintain Unit Reference Codes. This is accessed through Other Unit Details button in CRSF2210, then the Reference Codes arrow from the overlay. An error is reported if this field is blank.
SUPERVISED_CONTACT_HOURS	The nominal number of Supervised Contact Hours for the Unit, required of the student for completion of the course. This is defined in CRSF2210 - Maintain Basic Unit Details under the Contact Hours Tab. An error is reported if this field is blank.
DISCIPLINE_GROUP_CD_MAJOR	Describes the field of Academic learning or endeavour into which a Unit of Study can be classified. This is defined in CRSF2230 - Maintain Unit disciplines. This form can be accessed through Other Unit Details button in CRSF2210, then the Disciplines arrow from the overlay. An error is reported if this field is blank.
GOVT_DISCIPLINE_GROUP_CD_MAJOR	Describes the Government defined field of Academic learning or endeavour into which a Unit of Study can be classified. This is defined in CRSF2110 - Maintain Disciplines. Also see STAF1128 - Maintain Government Discipline Groups. An error is reported if this field is blank.

ENR_ACTIVITY_END_DT	The Enrolment Activity End Date of the Student's Enrolment. This is sourced from the REPORTABLE_ACTIVITY_END_DT value in the ENR_STAT_SNAPSHOT_VET table. See STAJ8000.
OUTCOME_CD	The Outcome of the Student's Enrolment, or for Advanced Standing the Outcome of the Advanced Standing source. The Government value is looked up from the Provider Outcome Reference Data table. Used for various internal reports.

TEACH_CAL_TYPE	The Teaching Period that the student is enrolled in the Unit Version. The Teaching Period will be null for Advanced Standing data. These fields will be an indication that the record is a Student Unit Attempt and not an Advanced Standing unit. Used for various internal reports.
TEACH_CI_SEQUENCE
REFERENCE_CD_QUAL	The Qualification Reference Code for the Course Version. This will typically only have a value when the Course Code is not the National Code. The Qualification Reference Code will represent the National Code. Used for various internal reports. Defined in CRSF11C0.
REFERENCE_CD_UOC	The Unit Of Competency Reference Code for the Unit Version. This will typically only have a value when the Unit Code is not the National Code. The Unit Of Competency Reference Code will represent the National Code. Used for various internal reports. Defined in CRSF11C0.
DELIVERY_TYPE	The Delivery Type of the Student's Enrolment. For Advanced Standing this value will be set to the Government-defined value '09 Not Applicable', and the corresponding institution-defined mapping. FUNDING_SOURCE	The Funding Source for the Student's Enrolment. If an override Funding Source is recorded at the Student Unit Attempt level, then this will be used as the data source for this field. Completions reported in one collection year will be reported in later years while the conditions above are satisfied and the COURSE_RQRMNTS_COMPLETE_DT is null.

Victorian institutions will report all qualifications for incomplete courses, this includes the enrolled course and all alternate exit records for that course, each recorded with no completion year and for complete courses it will include the enrolled course and all alternate exits for the course for which the student has completed the course requirements.

A student may have completed more than one qualification or Course entitling the student to more than one qualification. However, some qualifications or Courses have more than one approved exit qualification. Where a client has completed one qualification or Course that entitles the client to receive more than one qualification only the highest qualification conferred in the Collection Year for that particular qualification or Course should be reported.

If the Program Completed File (NAT00130) is being re-submitted:

PERSON_ID	Data taken from Student Course Attempt (SCA) or Student Course Approval Alternative Exit (SCAAE).
SCA_COURSE_CD	Data taken from SCA or SCAAE.
COURSE_CD	Data taken from SCA or SCAAE.
VERSION_NUMBER	Data taken from SCA or SCAAE.
COURSE_RQRMNTS_COMPLETE_DT	Data taken from SCA or SCAAE or null for students who are yet to complete the course.
QUALIFICATION_ISSUED_IND	'Y' if: The Qualification Issued indicator (in PRGF4170) is selected for a completed VET SCA or Alternative Exit. Or, if this indicator is not selected, then A Graduand record exists for SCA or SCAAE and Conferral Date is less than or equal to Current Date. 'N' if not, or if COURSE_RQRMNTS_COMPLETE_DT is null.
REFERENCE_CD_QUAL	The Qualification Reference Code for the Course Version. This will typically only have a value when the Course Code is not the National Code. The Qualification Reference Code will represent the National Code. Used for various internal reports. Defined in CRSF11C0
UPDATE_WHO	The name of the user who last updated the record.
UPDATE_ON	The Date and Time the record was last updated.
COURSE_COMMENCEMENT_DATE	The earliest Course Commencement Date from units in the current enrolment snapshot report (GOVT_SNAPSHOT_ENROL_VET_VIC) and if not present there, the SCA Course Commencement Date is used.
PROGRAM_ENROLMENT_IDENTIFIER	Populated to create a key containing the following pipe delimited data for reporting to the Training Activity (NAT00120) file: Person ID Reported Course Code (Program) Course Commencement Date (Program Commencement Date) Training Contract ID (captured as a TCI Alternate Person ID)
GOVT_PROGRAM_STATUS_IDENTIFIER	Takes value recorded for Discontinuation Reason Code in ENRF01G0. Null when institution is not Victorian

Each field in the following table comes from the ENR_STAT_SNAPSHOT_VET Table, except the first four fields which are STAJ8005 parameters.

GOVT_TRAINING_ORG_UNIT_CD	The Government Training Organisation of the Course that the student is enrolled in or has Advanced Standing in. Government Submissions are for a Training Organisation. For example, Charles Darwin University (CDU) are required to submit data to the Northern Territory Employment and Training Authority, and to the South Australian State authority. These fields will identify the relevant data to be included in each submission. Used for various internal reports. Defined in STAF112U - Maintain Govt Training Organisation.

The following table, GOVT_SNAPSHOT_ENROL_VET_VIC is populated when the State Code is 02 (in the GOVT_SNAPSHOT_TRAINING_ORG_VET). This table is an extension of the GOVT_SNAPSHOT_ENROLMENT_VET table (GSEV) but stores data specific to the state of Victoria only. This table is also considered in all processing that happens for GSEV, for example, when GSEV has records deleted and indexes dropped, etc., the same occurs for this table.

The date is derived by reporting the earliest Enrolment Activity Start Date (SUA.ENR_ACTIVITY_START_DT_ALIAS) out of all the SAU units where the SUA Enrolment Status does not have a status of Unconfirm for the SCA. It is captured as part of STAJ8000 from the mandatory field ENR_ACTIVITY_START_DT.
HOURS_ATTENDED	Hours Attended. Captured in ENR_STAT_SNAPSHOT_VET. This field is mandatory.
INCOME_CONTINGENT_LOAN_IND	Vet Fee-Help (Income Contingent Loan) Indicator. Captured in ENR_STAT_SNAPSHOT_VET. This field is mandatory. This field is set as Y or N in STAJ8000.
GOVT_INDUSTRY_CD	Industry Code (ANZSIC). Captured in ENR_STAT_SNAPSHOT_VET. May be blank.
ELIGIBILITY_EXEMPTION_IND	Eligibility Exemption Indicator. Captured in ENR_STAT_SNAPSHOT_VET. This field is set as Y or N in STAJ8000. This field is mandatory.
GOVT_CONCESSION_TYPE	Fee Exemption/Concession Type Identifier. Captured in ENR-STAT_SNAPSHOT_VET.
UPDATE_WHO	The name of the user who last updated the record.
UPDATE_ON	The Date and Time the record was last updated.
CONCESSION_TYPE	Concession Type defined for student in ENRF32Y0.
CLIENT_TUITION_FEE	Charge Rate Fee Assessment multiplied by 100.
ENROLMENT_DT	The Enrolment Date value is the earlier date of the Course Commencement Date or the date the student incurred any costs towards their training (the transaction date. If a unit has not had an enrolment date already reported and has no transaction date in fee assessment, the Enrolment Date will be the course commencement date (earlier of activity start date of a Student Unit Attempt, or RPL granted date). If a unit has not had an enrolment date already reported and has one or more transaction dates in fee assessment, the Enrolment Date will be the earliest of the course commencement or transaction dates (for that unit). If a unit has had an enrolment date already reported, the Enrolment Date from the most recent snapshot will be recorded in subsequent snapshots If a Student Course Attempt has been recorded as a Replacement Course (in ENRF3000) then the Enrolment Date in the earliest associated course is used.
