ENRF3090 - Maintain VET Person Statistics - VET only

Purpose

The purpose of this process is to record and maintain VET personal statistical details.

The primary use of these statistical details is for Government reporting. Minimal statistical details can be captured from the NAN (for Apprentices) but the bulk of statistical information is captured at the time of enrolment.
Student details recorded in this form are reported in the AVETMISS Client File (NAT00080).

This form is accessed through the main menu, or either ENRF3000, via the Vet Statistics button (second block), or through ADMF3000, via the VET Statistics button, middle block.

 

The Session block contains:

The VET Person Statistics block contains:

  • Display Warnings check box
  • Start Date
  • End Date
  • Residential Postcode
  • Home Language Code
  • Spoken English Proficiency

  • Aboriginal or torres Strait Islander
  • Employment Category
  • At School
  • Year Highest School Level Completed
  • Highest School Level Completed
  • Industry of Employment*
  • Occupation Identifier*
  • Survey Contact Status

Rules/Notes:

* The Client Industry of Employment and Client Occupation Identifier fields are only available if the 'Use Victorian specific rules for statistics reporting indicator has been selected in STAF1000.
When these fields are available, they must be populated if the student's Employment Category maps to a Government Employment Category with a value of 1-5 (in ENRF01R0).

Validations include:

  • If the user or user’s security role has been granted the security advanced function STA-VET-OV, then display warning and allow delete of PSV record if the user wishes (see example at end of file).
  • If a person’s At School flag is Yes then the School Level Completed must not be mapped to a Government School Level Completed of 02.
  • The Survey Contact Status should be set to a value which has a Government Survey Contact Status of M when the Student's age is less than 15 years at the Start Date of the VET Person Statistics record.
  • The Survey Contact Status should be set to a value which has a Government Survey Contact Status of ‘O’ when the the students Residential Postcode is ‘OSPC’ and vice versa.
  • The Survey Contact Status must be defined in ENRF0125 such that it spans the Submission Year and not be closed.
To create a new VET Person Statistics record:
  • Enter Insert mode.
  • Enter a start date for this student's record.
  • Nominate an appropriate value for each of the VET Person Statistics fields listed:
    • Residential Postcode
    • Home Language Code
    • Spoken English Proficiency
    • Birth Country Code
    • Aboriginal or Torres Strait Islander
    • Employment Category
    • At School
    • Year Highest School Level Completed
    • Highest School Level Completed
  • Save.

Rules/Notes:

The Highest School Level Completed Year must not be greater than the Current Year.

Spoken English Proficiency must be blank if the Home Language Code is mapped to a government value of:

  • 1201 - ENGLISH
  • 701 - AUSLAN
  • 9702 - MAKATON
  • 9799 - SIGN LANGUAGE NOT ELSEWHERE CLASSIFIED
  • @@@@ - NOT SPECIFIED.
  • 9700 - SIGN LANGUAGE
To modify a VET Person Statistics record:
  • Find the record to be modified.
  • Modify the record as required.
  • Save.

To delete a VET Person Statistics record:
  • Find the record to be deleted.
  • Locate the cursor in the record to be deleted.
  • Delete record.
  • Save.
 

Rules/Notes:

You cannot delete VET person statistics record if a confirmed student course attempt exists.

A Recognition type can be closed preventing any further use by selecting the Closed check box.

 

Validation Example

A student has the following VET statistical records –

Start Date:  21/02/2006                       End Date:  30/03/2006
Start Date:  31/03/2006                       End Date:  31/03/2006
Start Date:  01/04/2006                       End Date:  (not set)

The census date is 31/03/2006 and the data in the record with a Start Date of 31/03/2006 has been incorrectly keyed, or has invalid data when loaded into the government validation software.  The data in the other two records is correct.

A privileged user must access this form to maintain the data. The record with a Start Date of 31/03/2006 must be deleted (can only be deleted if the user has been granted the security advanced function STA-VET-OV).

Once the record has been deleted, the End Date of the record with a Start Date of 21/02/2006 can be updated to 31/03/2006. This means that this record now covers the census date, and the data will be reported correctly.

The next example demonstrates a scenario where a user with the security advanced function STA-VET-OV is not required to intervene. A student has the following VET statistical records –

Start Date:  14/03/2006                 End Date:  20/04/2006
Start Date:  21/04/2006                 End Date:  (not set)

The census date is 31/03/2006 and the data in the record with a Start Date of 14/03/2006 has been incorrectly keyed, or has invalid data when loaded into the government validation software. The data in the other record is correct.

The data can be corrected using the existing functionality. The record with a Start Date of 14/03/2006 must have the End Date updated to 14/03/2006. A new record must be inserted with a Start Date of 15/03/2006 and an End Date of 20/04/2006. All data values will automatically be copied to the new record, meaning there is no need to re-key data, just enter the new Start Date and End Date and fix the incorrect value.
