STAJ8000 - VET Enrolment Statistic Snapshot - VET only

To produce a point-in-time snapshot of the VET Enrolment data contained in the system.

The Enrolment Statistics Snapshot is the first stage in the production of an institution's Government student statistical return. Understanding VET Statistics describes the various stages in this process.

This job produces a snapshot of Enrolment data recorded in the system on the date the job is run. It is envisaged that this job would be run nightly, as a standing request, during Enrolment Periods, but more particularly in the period immediately before and after the March census date. It may also be run at any other time, according to an institution's requirements.

The tables used in STAJ8000 are:

Snapshots can be used:

  • to check data,
  • to trial data through the Government Submission process for the purpose of ensuring data integrity, and
  • as a source of statistical information if the institution desires.

At an appropriate time after the Census Date, one of the snapshots is selected as being representative of the Enrolment situation at the Census Date, and is used to produce the Government Submission Snapshot (STAJ8005).

Note that in extraordinary circumstances this job will fail. This will occur if Callista cannot determine the Teaching Census Date for a particular Teaching Calendar. If the job fails, an error is written to the Job Run Log. Correct setup will ensure that these errors do not occur.

This form is accessed through Statistics/VET Statistics Reports and Jobs from the main menu.

Rules/Notes:

A VET in Schools Program check-box field in Callista table enr_stat_snapshot_vet is used for reporting in the NAT00120 Enrolment File.

To run the VET Enrolment Statistic Snapshot complete the following parameters:

Collection Year: Specifies the Collection Year of the current collection. Defaults to the current year. Amend if necessary. Leave blank when reproducing a previous log.

Previous Log Creation Date: Used to reproduce an Exception Report from a previous run of this job. Select the required previous run from the list of values (LOV). Academic Period and Collection Year parameters must be blank when this parameter is used.

Message Number: Specify an error log message number to display in the Exception Report only those records with that message number. This has limited application in this report as there are only two possible errors.

Note:

The Teaching Period will be null for Advanced Standing data. These fields will be an indication that the record is a Student Unit Attempt and not an Advanced Standing unit.

If the Enrolment Activity Start and End Dates are defined outside the Submission Year and related Teaching Period, and the Start Date or End date fall within the Submission Year, then the record is included in the snapshot.

For example, the extract for the 2006 academic year includes records from 2005 that have an activity End Date in 2006. Dates defined at a lower level override dates defined at the higher level. For example dates defined at a Student Unit Attempt will take precedence over dates defined at the Unit Offering, or Unit Offering Pattern level. Enrolment Activity Start and End Dates can be defined at the following levels in descending order:

  • Teaching Period
  • Enrolment Calendar Configuration
  • Unit Offering
  • Unit Offering Pattern
  • Unit Offering Option
  • Student Unit Attempt

Rules/Notes:

This job produces an Exception Report. The Create Government Submission Snapshot process uses Enrolment Snapshots produced by this job.

This report will normally contain no Exception records. Callista's data entry validations are designed to ensure that data can only be entered correctly.

In the unusual circumstances where Exceptions are reported, each Exception record should be checked and the data 'fixed' in the database. You should then re-run the Enrolments Snapshot.

This job also extracts records for the following System Advanced Standing Source and Granting Status combinations recorded in Create Advanced Standing Details (ADVF4200) form. i.e. records that have a combination of System Advanced Standing Source, Granting status and Govt Outcome codes matching those listed below:

The job excludes Enrolment and Advanced Standing records that have a Funding Source mapped to a Govt Funding Source with a ' NON-GOVT' level.

Note: To identify when data specific to Victorian government reporting is to be captured, the GOVT_STATE code is equal to ‘02’ (Victoria) in GOVT_SNAPSHOT_TRAINING_ORG_VET. See STAJ8005.

When using the STAT_SNPSHT_IDX table, indexes are dropped prior to the insert of data on the VET Government Snapshot Enrolment table. This assists with performance of the job. When inserting large volumes of data it is more efficient to drop the indexes, insert the data, and then rebuild the indexes after the data has been inserted. Before dropping the indexes, the indexes are stored in the index properties on the Statistics Snapshot Index table (above).

Note: If any indexes are dropped/recreated for performance reasons, may mean, jobs fail due to an unexpected error there are a number of clean-up activities that must be performed. Using Microsoft Word, open the stats_vet.doc in the Help/techdoc/callista directory for further information on how to carry out clean-up procedures.

 

DFLT_LOAD_APPORTION Reason/Explanation
CAL_TYPE The name of the Load Calendar Type used within the Institution. Defined in CALF0220 - Maintain Calendar Types. 
CI_SEQUENCE_NUMBER The unique identifier for the Period. 
TEACH_CAL_TYPE Displays the Teaching Calendar Types defined for the Load Period. Defined in ENRF01K0.
PERCENTAGE The default proportion of Student Load, expressed as a percentage. Defined in ENRF01K0
SECOND_PERCENTAGE The second proportion of Student Load, expressed as a percentage.
UPDATE_WHO The name of the user who last updated the record.   
UPDATE_ON The Date and Time the record was last updated. 

 

ENR_STAT_SNAPSHOT_CTL_VET Reason/Explanation
SNAPSHOT_DT_TIME The Creation Date of the Snapshot. Displayed in STAF8000. Defined in STAJ8000.
DELETE_SNAPSHOT_IND By default, the Enrolment Snapshot will be marked for delete. If the Enrolment Snapshot is used as the basis for a Government Submission, then it will automatically be marked not to be deleted. The Statistics Officer can also manually nominate Enrolment Snapshots that should not be deleted using the Control Form STAF8000
UPDATE_WHO The name of the user who last updated the record.  
UPDATE_ON The Date and Time the record was last updated.  
COMMENTS Lists the Submission Year parameter. Comments may indicate why the Snapshot has been retained in the system.

UV_VERSION_NUMBER
SCA_LOCATION_CD The Location of the Student's Course Enrolment. Used for various internal reports. Defined in ORGF0131 - Maintain Locations.
SUA_LOCATION_CD

The Location of the Student's Unit Enrolment.
For Advanced Standing the value will be the Location of the Student's Course Enrolment.

ATTENDANCE_MODE_NOMINATED The nominated Attendance Mode of the Student's Course Enrolment. Used for various internal reports. Defined in CRSF1160 - Maintain Course Attendance Modes.
ATTENDANCE_TYPE_NOMINATED The nominated Attendance Type of the Student's Course Enrolment. Used for various internal reports, especially for aggregating contact hours. Defined in CRSF1170 - Maintain Attendance Types.
COMMENCING_COURSE_ID

Indicates whether or not the student is enrolling in the Course within the Institution for the first time.

  • If the student is commencing a new course = 3
  • If the course is continuing a course from previous year = 4
  • If the unit marked as a unit-only enrolment, the Commencing Course Identifier = 8.

Note: If a unit has come under a new arrangement during enrolment, which has triggered a new Program (Course) Commencement Date for the unit, then the Commencing Program (Course) Identifier will be reported as a 4 to indicate that the unit is in a continuing course.

If a student course attempt is a Replacement course and the course commencement date of the Superseded course is in the current Collection year, then =3.
If a student course attempt is a Replacement course (set in ENRF3000) and  the course commencement date of the Superseded course is NOT in the current Collection year, then = 4.

If the student’s course is mapped to multiple superseded courses then the earliest course commencement date of the superseded course(s) will be used in deriving the Commencing Program (Course) Identifier.

GOVT_TRAINING_ORG_UNIT_CD

The Government Training Organisation of the Course that the student is enrolled in or for which the student has Advanced Standing. Government Submissions are for a Training Organisation. For example, Charles Darwin University (CDU) are required to submit data to the Department of Employment, Education and Training - DEET (formerly the Northern Territory Employment and Training Authority - NTETA) and to the South Australian State authority.
These fields will identify the relevant data to be included in each submission. Used for various internal reports. Reported in the following AVETMISS file:

GOVT_TRAINING_OU_START_DT
CRV_RESP_ORG_UNIT_CD The Responsible Organisational Unit of the Course Version the student is enrolled in or has Advanced Standing in. Used for various internal reports, and determining who is responsible for the Student's Enrolment.
CRV_RESP_OU_START_DT
COURSE_TYPE The Course Type (Qualification Category) of the Course Version the student is enrolled in or has Advanced Standing in. Used for various internal reports, especially for aggregating contact hours. Reported in the following AVETMISS file:

GOVT_COURSE_TYPE
SCHEDULED_HOURS

The Scheduled Hours for the Student Unit Attempt where the SUA status is Enrolled, Completed or Discontinued.

If the Report Nominal Hours indicator is selected in the Government Snapshot Control form (STAF8005) then the Supervised Contact Hours recorded for the Unit Version in CRSF2210 is used. Otherwise, this value is determined according to apportionment of these hours according to the load calendars associated with the submission. It is recommended that the Report Nominal Hours indicator is selected for the submission in the Government Snapshot Control form (STAF8005)

If the Report Nominal Hours indicator is selected and the SCA has the Replacement Course indicator set and the current government state is Victoria (02), the scheduled hours is set to the value of the Override Supervised hours from the context Student Unit attempt.  If that value is not set, the Supervised Contact Hours from the context Unit Version record is used.

For Advanced Standing the Scheduled Hours will be sourced from the Unit Version definition. Used for various internal Reports. Will generally be aggregated by Funding Source, Industry Group, Course Type, etc.

PARTICIPATION_IND

Indicates whether or not the student has participated in the Student Unit Attempt as at the Current Date.
For Student Unit Attempts the participation is determined by invoking the Participation Rule. The Participation Rule is institution defined. Set to 'N' for Advanced Standing.
Used for various internal reports. May be used to identify Invalid Module Enrolments. User defined.

Defined in RULF2001 - Maintain Group Rules.

For example, one component of the rule can be defined in ENRF30B0 - Maintain Student Attempt Participation.

ENR_ACTIVITY_START_DT

The Enrolment Activity Start Date of the Student's Enrolment.

The Enrolment Activity Start Date may be overridden at many levels. (For more information, see the Statistics Subsystem Data Prerequisites Help page.)

Used for various internal reports. Will typically be aggregating by other criteria.
Reported in the 'Unit Record' Centrelink file, and in the AVETMISS file: Enrolment (NAT00120).

This system uses the following logic to derive this date:
1. Use the Override date recorded against the Student Unit Attempt (SUA) (ENRF3000).
If no Override date is found, then:

If no maximum Delivery Group date is found, then:

ENR_ACTIVITY_START_LAMP

The source of the Enrolment Activity Start Date.
The Enrolment Activity Start Date may be recorded at many levels. This column will indicate the level at which the Enrolment Activity Start Date was sourced.
This field is also the lamp value that is displayed next to the Enrolment Activity Start Date fields in ENRF3000, CRSF2500 and CRSF2310.

ENR_ACTIVITY_END_DT

The Enrolment Activity End Date of the Student's Enrolment; used for reporting purposes.

The UNIT_COMPETENCY_IND is set to N regardless of what is recorded for the unit version in CRSF1210. This information is no longer reported to government

INCL_VET_GOVT_ENR_FILE_IND Indicates whether or not a superior/subordinate unit should be included in the Enrolment File (NAT00120). If a Superior/Subordinate Unit is not marked for inclusion in the Enrolment File (NAT00120), but it is a Unit Of Competency, and has been successfully completed, then it needs to be reported in the Unit Of Competency Completed File (NAT00180). Only relevant for Superior/Subordinate Units Enrolments. Will always be set to 'Yes' for standalone units. Will always be set to 'Yes' for Advanced Standing units.
Used for internal reporting and by the process that creates the VET Government Submission Snapshot (STAJ8005).
FINALISED_SUAO_IND Indicates whether or not the student has a finalised Student Unit Attempt Outcome. If a student has a finalised Student Unit Attempt Outcome, but no Outcome Code, then they will not be Government Reportable. However, if the student does not have a finalised Student Unit Attempt Outcome, and no Outcome Code, then an institution may elect to include them in the VET Government Submission as an incomplete Enrolment. Only relevant for Student Unit Attempts and will be set to 'Yes' for Advanced Standing Units.
Used for internal reporting and by the process that creates the VET Government Submission Snapshot (STAJ8005).
REFERENCE_CD_QUAL

The Qualification Reference Code for the Course Version. This will typically only have a value when the Course Code is not the National Code. The Qualification Reference Code will represent the National Code.
Used for various internal reports. If specified, this value will be reported in the following AVETMISS files (instead of the Course Code):

  • Enrolment - NAT00120
  • Qualification Completed - NAT00130

REFERENCE_CD_UOC

The Unit Of Competency Reference Code for the Unit Version. This will typically only have a value when the Unit Code is not the National Code. LOAD_CAL_TYPE The Load Period of the Student's Enrolment. The Load Period will determine the percentage of contact hours to be included against the Snapshot record (as defined by the Load Calendar Structure - ENRF01K0). The Load Period will be null for Advanced Standing data.
LOAD_CI_SEQUENCE_NUMBER
TEACH_CAL_TYPE The Teaching Period that the student is enrolled in the Unit Version. The Teaching Period will be null for Advanced Standing data. These fields will be an indication that the record is a Student Unit Attempt and not an Advanced Standing unit. Used for various internal reports.
TEACH_CI_SEQUENCE_NUMBER
FUNDING_SOURCE The Funding Source for the Student's Enrolment.
If an override Funding Source is recorded at the Student Unit Attempt level, then this will be used as the data source for this field. However, if the Funding Source is not overridden at the Student Unit Attempt level, then this will be used in the Funding Source recorded against the Student Course Attempt.
For Advanced Standing the value will always be sourced from the Student Course Attempt. The Government value is looked up from the Funding Source reference data table.

The Delivery Type of the Student's Enrolment.
When reporting granted advanced standing units:
- Delivery type is reported as an institution defined value which maps to the Government delivery type of ‘NNN’
- Government Delivery Type is reported as ‘NNN’
- Government Predominant Delivery Mode is to be reported to ‘N’.

OUTCOME_CD

The Outcome of the Student's Enrolment, or for Advanced Standing the Outcome of the Advanced Standing source. The Government value is looked up from the Provider Outcome Reference Data table. Used for various internal reports. Reported in the following AVETMISS file:

The Industry Sector and Industry Group of the Course Version the student is enrolled in or has Advanced Standing in. Used for various internal reports, especially for aggregating Contact Hours.

The Administrative Location Code of the Student's Enrolment. If an Administrative Location Code is recorded against the Unit Offering Option of the Student Unit Attempt, then this field will contain that value. Otherwise, if an Administrative Location Code is recorded against the Course Offering Pattern of the Student Course Attempt, then this field will contain that value. For Advanced Standing the value will be null. Used for various internal reports, especially for aggregating Contact Hours, and tracking who is responsible for the student's Enrolment. If an Administrative Location Code has not been specified for a student's Enrolment (no value at the Unit Offering Option level or the Course Offering Pattern level), then institutions may choose to use the Student Course Attempt location or the Student Unit Attempt location for internal reporting.

REMOTENESS_AREA_CD

The Remoteness Area of the Student's Enrolment. If a Remoteness Area is recorded against the Location of the Student Unit Attempt, then this field will contain that value. Otherwise, if a Remoteness Area is recorded against the Location of the Student Course Attempt, then this field will contain that value. Because the Student Course Attempt and Student Unit Attempt Locations are sourced from the same set of values (Open Locations of Type Campus), it is most likely that the Remoteness Area will be sourced from the Student Unit Attempt. For Advanced Standing the value will be sourced from the Location of the Student Course Attempt. Used for various internal reports, especially for aggregating Contact Hours, and tracking who is responsible for the student's Enrolment.

SUA_ENROLLED_DT

The Enrolled Date of the Student's Enrolment. For Advanced Standing the value will always be null. Used for various internal reports. Reported in the following Centrelink file:

SUA_DISCONTINUED_DT

The Discontinued Date of the Student's Enrolment. Will only be set if the student has discontinued from the Unit. For Advanced Standing the value will always be null. Used for various internal reports. Reported in the following Centrelink file:

The Course/Unit Discontinuation button (depending whether in Student Course Attempt or Student Unit Attempt block in ENRF3000 - Record Enrolments). Once selected a further button asks user to continue. Once 'Yes' is accepted the date is then set.

UNIT_CLASS The Unit Class of the Student's Unit Enrolment. For Advanced Standing the value will always be null. Used for various internal reports. Defined in CRSF2160 - Maintain Unit Classes.
SUP_UNIT_CD The Superior Unit Version of the Student's Enrolment. Will only be set if the student is enrolled in the Superior and Subordinate Unit. For Advanced Standing the value will always be null. Used for various internal reports. The Superior Unit may be nominated to incur load or to not incur load (defined by the Unit Version). Defined in CRSF2210 - Maintain Basic Unit Details under Sub Unit Controls Tab.
SUP_VERSION_NUMBER
ADVANCED_STANDING_SOURCE The institution-defined source of the Advanced Standing (for example, RPL, Credit Transfer, Exemption With Credit, Exemption). GOVT_STUDY_REASON_CD Displays the Government Study Reason that is mapped to the Study Reason defined to the Student Course Attempt. Defined in STAF1131 - Maintain Government Study Reason Identifier. For example, 01 - To get a job.

STUDY_REASON_CD

Where Study Reason Identifier data exists against a Student Course Attempt eligible for inclusion in a snapshot, the corresponding Government and Institution defined Study Reason Identifier Codes are included in the VET Enrolment Snapshot. For example, 01 - To get a job, 02 - To develop my existing business, etc. Defined in ENRF01X0 - Maintain Institute Study Reason Identifier.

VET_IN_SCHOOLS_IND

This field identifies whether a unit of competency/modules of a course.

STATE_GOVT_STUDENT_NUMBER

This field is identified when an Alternate Person ID is mapped to a Person ID Type of SGSN and the SGSN End Date is greater than or equal to the SUA Enrolment Activity End Date. For example, the State Government Student Number is used by Victoria University to record the Victorian Student Number. This field will be populated for all students regardless of the State Code if the Alternate Person ID is configured.

COURSE_COMMENCEMENT_DT

If the Training Organisation is not Victorian, the Course Commencement Date for the SCA will be used.

If the Training organisation is Victorian, then:

  • If the unit and student course enrolment has been reported before, and the prior report is for the current SUA or for a participated unit, then the previously reported Course Commencement Date for the unit is used.
  • If the unit has not been reported before (or the previous unit’s report was for a non-participated unit), but the course has, and the course still contains at least one participated unit, then the earliest Course Commencement Date reported for participated units in the course is used.
  • If the student course enrolment has not been reported before, or it has been reported, but all of the units were withdrawn without participation, then the Course Commencement Date is derived from the enrolment statistics snapshot, taking the earliest enrolment activity start date with a participation indicator = Y.

HOURS_ATTENDED

A value that identifies the hours attended by a student who withdraws from a unit of competency or subject (module) without completing all training in that unit of competency or subject (module).

This value is used for reporting in the NAT00120 Enrolment File.
The value is derived as follows:
Attended Days divided by Scheduled Days multiplied by Supervised Hours of the Student Unit Attempt, where:

  • Attended Days = the number of days between the Activity Start Date and the Reportable Activity End Date.
    If a Last Attended Date has not been provided, the Discontinued Date is used instead, and the Attended Days will be calculated as the number of days between the ‘Activity Start Date’ and the ‘Discontinued Date’.
    (See the 'Discontinue' T-List item in ENR3000h.)
  • Scheduled Days = the number of days between the Activity Start Date and the Activity End Date.
  • Supervised Hours = the Supervised Hours value as recorded against the Unit Version, unless the hours have been overridden against the individual’s Student Unit Attempt (SUA). If the hours have been overridden at the SUA level then the ‘Override Hours’ value is be used.

If the resulting ‘Hours Attended’ is greater than the scheduled hours, then the scheduled hours is reported and an exception logged to the snapshot exception report.

If the Last Attended Date (or, if none exists, the 'Discontinued Date') is greater than the Activity End Date of the unit, then the HOURS_ATTENDED value = Supervised Hours.

If an Override Attended Hours value for a SUA is added (not null), then that value is reported instead of the Hours Attended value.

INCOME_CONTINGENT_LOAN_IND

If the Funding Source has the Vet Fee indicator as true and the Student Status is 401 – 403 then the Vet Fee-Help Indicator will be Y, otherwise it is N.

GOVT_INDUSTRY_CD

The value to be captured is the SUA Override Govt Industry CD if it is not null, otherwise the SCA Govt Industry CD is reported if it is not null, otherwise the field is null.

ELIGIBILITY_EXEMPTION_IND

If the SCA.FUNDING_SOURCE_ EXEMPT_IND is checked, then the value ‘Y’ is reported, otherwise ‘N’ must be reported.

GOVT_CONCESSION_TYPE

The Government Concession Type (that the Person Concession Type is mapped to) where the Person Concession Type has a System Status of Verified, and the Concession Start Date is less than or equal to the SUA Enrolment Activity Start Date and the Concession End Date is null or is greater than or equal to the SUA Enrolment Activity Start Date.

CONCESSION_TYPE

The Government Concession Type (that the Person Concession Type is mapped to) where the Person Concession Type has a System Status of Verified, and the Concession Start Date is less than or equal to the SUA Enrolment Activity Start Date and the Concession End Date is null or is greater than or equal to the SUA Enrolment Activity Start Date.

REPORTABLE_ACTIVITY_END_DT

The last date of attendance for the unit attempt.

  • Where the unit has been discontinued and a Last Attended date has been recorded, this will be used here
  • Where the unit has been discontinued and a Last Attended date has not been recorded, the discontinuation date will be recorded here.
  • Where the unit has been completed with a finalised outcome date before the Activity End Date, then the outcome date will be recorded here.
  • Where the unit has been completed with a finalised outcome date after the Activity End Date, then the Activity End Date is recorded here.
  • Where the unit has not been discontinued or completed, the Activity End Date will be recorded in the Reportable Activity End Date.

This value is populates the ENR_ACTIVITY_END_DT field in the GOVT_SNAPSHOT_ENROLMENT_VET table generated in STAJ8005.

ENROLMENT_DT The Enrolment Date value is the earlier date of the Course Commencement Date or the date the student incurred any costs towards their training (the transaction date.
  • If a unit has not had an enrolment date already reported and has no transaction date in fee assessment, the Enrolment Date will be the course commencement date (earlier of activity start date of a Student Unit Attempt, or RPL granted date).
  • If a unit has not had an enrolment date already reported and has one or more transaction dates in fee assessment, the Enrolment Date will be the earliest of the course commencement or transaction dates (for that unit).
  • If a unit has had an enrolment date already reported, the Enrolment Date from the most recent snapshot will be recorded in subsequent snapshots
ENROLMENT_ID

For reportable Student Unit Attempts, the Enrolment Identifier is made up of the following with | between each data element:

  • PERSON_ID
  • COURSE_CD
  • UNIT_CD
  • TEACH_CI_SEQUENCE_NUMBER
  • TEACH_CAL_TYPE

For reportable units in Advanced Standing, the Enrolment Identifier is made up of the following with | between each data element:

  • PERSON_ID
  • COURSE_CD
  • AS_VERSION_NUMBER
  • UNIT_CD
  • VERSION_NUMBER
GOVT_PREDOMINANT_DELIVERY_MODE

The Government Predominant Delivery Mode for a Delivery Type in CRSF11L0, indicating the largest or only component of delivery for a Unit Offering. Values may be I, E, W or N.

 

GOVT_SNAPSHOT_LOAD_CAL_VET Reason/Explanation
SUBMISSION_YR This field describes the Submission Year as four digits numeric. For example, 2005. Defined in STAF8005.  
SUBMISSION_NUMBER This field describes the Submission Number up to three digits numeric. For example, 401 or simply 1. Defined in STAF8005.
LOAD_CAL_TYPE Specifies the Load Periods that will form the basis of the Enrolment Statistics Snapshot. Defined in STAF8005.  
LOAD_CI_SEQUENCE_NUMBER The Load Period (Sequence Numbering) of the Student’s Enrolment. Defined in STAJ8005
UPDATE_WHO The name of the user who last updated the record.  
UPDATE_ON The Date and Time the record was last updated.  

 

STAT_SNPSHT_IDX Reason/Explanation
TABLE_NAME Holds the database Table name.
INDEX_NAME Holds the database Index name.
STORAGE_CLAUSE Holds database information that is used to create the index or table. For example, may hold header information it removes to create an index. When finished, puts it back.
