This form provides the ability to associate an External Study Loan, such as OS-HELP, with a Student Course Attempt. These details are reported to the government by STAJ0160.

You can access this form directly from the menu and Student Course Attempts can be queried in the Student Course Attempt block.
The Check OS-HELP Balance button is available for all students with a SCA record. It opens ADMF32W0, where you can check the student's OS-HELP usage information before creating a loan record for them.

The Student Course External Study Loan Block allows the recording of external study loans for the student. Details for the fields displayed and process are included below.

Using ENRF3900, an Asian Language Supplement loan (student status 242) may be recorded in association with an Asian Studies loan (student status 241). To link these loans, the Study Period Commencement Date for the the Language Supplement Loan must be the same as the Language Student Commencement date recorded for the Asian Studies loan.

Rules/Notes:

If a student is encumbered, the ENCUMBERED lamp will display in the Student Course Attempt block.

The Study Period Commencement Date may differ for each individual student.
The Study Period Commencement Date cannot be within six months of the Study Period Commencement Date of another External Study Loan except where it is an Asian Study Language Supplement loan associated with an Asian Studies OS-HELP loan.

The Incurral Date is set by the institution based on when the student has been paid their OS-HELP loan.

There are validations to control how statuses can be selected and changed.

The Loan Fee is calculated in this form when the loan amount is saved.

The Loan Fee calculation is dependent on ENRF0185. The Loan Amount recorded will be validated against the Minimum and Maximum Loan Amounts in ENRF0185.

A Tax File Number or Tax Certificate number are required for loan schemes apart from Asian Study Language Supplement OS-HELP loans.
It is mandatory to capture the TFN for an APPROVED status. The TFN captured in this form is only valid for the 6 month period of the external study loan scheme.

Using ENRF3900, an Asian Language Supplement loan (student status 242) may be recorded in association with an Asian Studies loan (student status 241). To link these loans, the Study Period Commencement Date for the the Language Supplement Loan must be the same as the Language Student Commencement date recorded for the Asian Studies loan.

A validation checks that the Language Study Commencement Date being set for an Asian Studies loan matches the Study Period Commencement date for the corresponding Asian Study Language Supplement Loan. However this validation warning message will only appear if the loans are approved.

The Primary Country of Study is the country of study in which the student will receive the most credit. If a student receives equal amounts of credit for study in different countries, the Primary Country of Study is the first country in which the student receives credit.

The Secondary Country of Study is the country of study in which the student will receive the second most amount of credit. If a student receives equal amounts of credit for study in different countries, the secondary country is the second country in which the student receives the most credit.

When recording an Asian Studies Loan, the Primary and Secondary Country of Study must be marked as 'Eligible for OS-HELP Study' in Asia in ENRF0120.

The 'HELP Eligible NZ Citizen' check box can only be selected if the student's statistical record (ENRF3060) indicates that they are a NZ citizen (Govt Citizenship Code = 2 or is null).

If the student is a NZ citizen, an OS-HELP record can only be created if the 'HELP Eligible NZ Citizen' check box is selected.

If the student's statistical record (ENRF3060) indicates that they have been in Australia for less than 10 years or that they were more than 18 years old when they arrived in Australia, then selecting the 'HELP Eligible NZ Citizen' check box will generate a warning.

If the 'HELP Eligible NZ Citizen' check box is changed so as to be inconsistent with the settings for the corresponding check boxes in ENRF3110 or ENRF3240, then a warning is generated.

Creating a New Course External Study Loan Record for a Student Course Attempt:

  • Query for the required Student Course Attempt.
  • Navigate to a blank record in the Student Course External Study Loan block.
  • Select or enter the name of a valid Loan Scheme.
  • Record a Study Period Commencement Date.
  • Record a value for status.
    Note: An Incurral Date must be recorded before the status of APPROVED can be set.
    • If the Loan scheme is not an Asian Study or Asian Language Supplement loan (i.e. Not mapped to student status 241 or 242)
      • Record the Primary Country of Study.
        Note: A warning applies if the Country of Study is marked as 'Eligible for OS-HELP Study in Asia' in ENRF0120 and the loan scheme is not mapped to a Student Status of 241 in FINF1S00.
      • Record the Secondary Country of Study if applicable.
      • Record a valid Tax File Number or a Tax File Certificate Number.
      • Record Comments if applicable.
    • If the Loan scheme Is an Asian Study OS-HELP loan (i.e. mapped to a student status of 241)
      • Record details as above.
        Note: At least one country must be marked as 'Eligible for OS-HELP Study in Asia' in ENRF0120.
      • If the student requires a loan for an Asian Language study program, in preparation for this study:
        • Record the commencement date for this Language program in the Language Study Commencement Date* field for the Asian Studies loan .
        • Create a record for the Asian Study Language Supplement Loan and ensure that its 'Study Period Commencement Date' matches the 'Language Study Period Commencement Date' in the Asian Study loan above*. In this Loan Scheme record, also record the language being studied.
          Note: The 'Language Study Commencement Date' needs to be before the 'Study Period Commencement Date' for the the actual Asian Study.
          Note: A warning will display if matching dates do not occur for approved Asian Study and Asian Study Language supplement loan records.

Note: Loan schemes are defined in FINF1S00.

Rules/Notes:

A warning will display if you attempt to create a loan record for a Student Course Attempt with a status which is not ENROLLED, INTERMIT or INACTIVE.

A new record must not be saved with a status of REVOKED.

it is only possible to create another OS-HELP loan for a student if the Study Period Commencement Date is six months after the Commencement Date of any existing OS-HELP loan. Asian Studies loans with their associated Asian Study Language Supplement loans are the only exception to this rule.

The Loan Fee value is automatically calculated once a Loan Amount is saved. This calculation uses the rule that is associated with the External Study Loan Scheme in ENRF0185. It is not possible to enter the Loan Fee in the form - this value can only be populated by the system.
The Loan Amount value must not be less than the Minimum Loan Amount that is associated with the External Study Loan Scheme and Start Date in ENRF0185.
The Loan Amount value must not be less than the Minimum Loan Amount that is associated with the External Study Loan Scheme and Start Date in ENRF0185.

If the Status is set to APPROVED, then a Tax File Number or Tax File Certificate Number must also be recorded.

The Tax File Number is protected from view in this form.
When a Tax File Number is recorded in this form, a check is made that the number isn't already recorded for another person either here or in ENRF3110 or ENRF3240. If this occurs the new Tax File is not accepted.
Callista also checks that, where a Tax File Number has been recorded for this person - either here or in ENRF3110 or ENRF3240, then it matches the new one recorded here. If it doesn't then a warning is displayed.
When a valid Tax File Number is saved, the Tax File Number Recorded Date is set to the current date.

If the Status is set to APPROVED, then the student must have a validated CHESSN with a status of ACTIVE or PROVISIONL.

If the student status for the student loan scheme is 240 and a country in which study occurs is one which is marked as 'Eligible for OS-HELP Study in Asia' in ENRF0120, then the user will be advised to change the loan to one which maps to a status of 241.

Deleting a Course External Study Loan Record for a Student Course Attempt:

  • Navigate to the record to be deleted
  • Delete the record.

Rules/Notes:

Once the Incurral Date is set, an External Study Loan record cannot be deleted.

If an Asian Studies loan that is currently matched to an Asian Language Supplement is deleted. A warning displays to advise that, by making this change, that supplement will no longer be matched to this loan.

Modifying a Course External Study Loan Record for a Student Course Attempt:

  • Query for the required Student Course Attempt
  • Navigate to the record to be modified
  • Make the required changes
  • Save.

Rules/Notes:

Status Validations
If the status is REJECTED , then it cannot be changed to APPROVED or REVOKED.
If the status is APPROVED, then it cannot be changed to PENDING or REJECTED.
If the status is REVOKED, then it cannot be changed to PENDING, REJECTED, APPROVED or REVOKED.
If the status is PENDING, then it cannot be changed to REVOKED.

If the Tax File Number is deleted the Tax File Number Recorded Date and the Tax File Number Invalid Date are both set to null.
