The Government Statistics Application

The Government Statistics Application (GOVT-STATS) is used to provide user's with an online method of maintaining their government statistics collected by DEST.

The statistical details recorded correspond to the information recorded in ENRF3060 (Maintain Person Statistical Details) and ENRF3040 (Maintain Person Disability Details).

The application displays a list of questions for users to answer. The questions can be customised by querying the GOVT-STATS application in SSFF1300 (Maintain System Self Serve Application Data) and editing the prompt for each question.

For some of the questions (Aboriginal/Torres Strait Islander, citizenship, Permanent Residency and disability type), the choices are displayed as answers to the question. Users select the radio button aligned with the appropriate answer. The answer is recorded in the explanation fields for each DEST code in the forms ENRF0150 (Maintain Aboriginal/Torres Strait Islander Codes), ENRF0140 (Maintain Citizenship Codes), ENRF01C0 (Maintain Permanent Residents Codes) and ENRF01A0 (Maintain Disability Types). If an explanation is not recorded for each code in these forms, no text is displayed next to the corresponding radio button in the GOVT-STATS application.

There are several list applications that are connected with the GOVT-STATS application. These applications are BRTH-CNTRY (Country of Birth List), HOME-LANG (Home Language List), LOC-CNTRY (Country of Location List), and PG-UG-IN (Prior Undergraduate Institution List). These applications provide an LOV where the user can select the appropriate information. For example: when specifying the country of birth other than Australia, the user selects the Search button. This displays a window with the BRTH-CNTRY application. An LOV is displayed where the user can select the country where they were born. They then choose the Select button to submit their choice to the GOVT-STATS application.

Note: when a user submits their government statistics changes, they are end dating their current statistical details and creating a new statistics record effective as at the date of submission.

 

Setting Up the Government Statistics Application

For the government statistics application to appear as part of self-enrolment, either the STATISTICS enrolment step or the DISABILITY step (or both) must be part of the enrolment method type WEB in ENRF0192. The inclusion of one or both of these steps will result in the GOVT-STATS application appearing in self-enrolment for the student course attempt.

Web element links must then be specified for the step for the self-enrolment process type ENROLMENT and/or VARIATION in ENRF0193. The web element links are created in the Web Administrator and define how the step will appear in the web page. For example: the step could be a text link or an image.

Note: if both the STATISTICS and DISABILITY steps are applied to the enrolment method type and web link elements are assigned to both, the link to the GOVT-STATS application will appear twice. If both are selected as steps in the enrolment method type, only one should have web element links defined.

The steps are then pre-enrolled against the student course attempt using the Batch Pre-Enrolment Process (ENRJ3100). If the steps are not pre-enrolled, the steps are not displayed when a user accesses the self enrolment facility.

As mentioned above, the GOVT-STATS application is used to collect both statistics and disability data regardless of whether one or both of the STATISTICS or DISABILITY steps is included in the enrolment method type.

The GOVT-STATS application must be defined as a Self Serve Application in SSFF1100 and, using the same, as an application web element in the Maintain Application form of the Web Administrator. The Web Element Application is inserted into a web page for use in self enrolment.

The BRTH-CNTRY, HOME-LANG, LOC-CNTRY and PG-UPD-INS applications must also be defined as Self Serve Applications and Web Element Applications. However, the code provided for the web page containing these web elements must also match the codes used in the GOVT-STATS System Application Template. This is because the BRTH-CNTRY and other applications are displayed in a separate window. In order for this to occur the codes have been entered into the GOVT-STATS application. For this to work, the codes used for the web pages containing the applications must be the same as those in the GOVT-STATS System Application Template. Either use the same names as in the GOVT-STATS application or update the codes referenced in the GOVT-STATS System Application Template to match the institution defined web page codes used in the Maintain Web Page form.

 

Validations Performed During Commitment

When a user attempts to submit any changes to their government statistics, the information entered or selected is validated the same as if the information was entered via ENF3060 or ENRF3040. For example: validations are performed to ensure that year of arrival in Australia is between 1770 and 9999 and that it is less than or equal to the current year. System Self Serve Messages should be recorded in GENF0003 to provide user-friendly messages to students explaining these events.

 

Transactions

This application calls a function to check if the Application Log Transaction check box is set in Configure Self Serve Application (SSFF1100) and if it is, then any changes made by the Connect student for Government Statistics Application will be recorded in the Transaction Log tables.

SSFF1100 may also indicate if a receipt and/or email one issued.

If configured, the application page displays a receipt when the student makes any changes to the Government Statistics Application and selects the 'Submit' button on the page. An email is sent to the student if the Issue Email check box is selected in SSFF1100. Additional configuration for Transaction Management can be set in SSFF1200.

After a successful issue of email and/or receipt, the Transaction log is updated to include the email address and receipt information.
