This job uses the most recent Enrolment Statistics Snapshot (STAJ0100) to determine the current reportable unit attempts of a student. It is recommended that STAJ0100 be run immediately prior to this job.

Changes which affect a student's HECS liability are reported. It is recommended that FINJ3001be run prior to running this job to ensure that all student fee liability records requiring re-assessment have been processed.

 

Update Process

Institutions are required to report to the ATO, for each affected student, any change in the amount of HECS liability, where the change is due to a change of enrolment, or an administrative error, or a change in an attribute of a unit (e.g. discipline group or its mapping to government discipline group) which occurred after submission of the HECS Due file but which was effective before the submission date.

This job analyses student records to determine those changes which could require reporting to the ATO. Parameters can be selected to report data only where:

  • a student's EFTSU has changed
  • or a student's statistical details have changed
  • or a student's HECS payment option has changed
  • or, for any relevant change to a student's data

Previously reported records are ignored.

Records which are reported are flagged as such and 'date stamped' to allow the output from a particular run of this job to be reproduced.

 

Run Details

This job is run in batch mode only. It is only run for the first and second government submissions in a year.

To identify changes, comparisons are made between 'live' student data as at the date this job is run and student data contained in the Government Submission Snapshot tables as at the date the last Government Submission snapshot for the submission was run. Values which were derived for the Government Snapshot are derived for 'current' data using the same logic as used for the Government Snapshot.

Previous Submission

Mandatory

The submission year and number of the Government Snapshot against which current data will be compared. e.g. 1999/2 refers to the second submission for 1999. Note: Only submission numbers 1 and 2 are used.

Previous Job Run Date

Optional

The date, in the format dd/mm/yyyy, on which this job was run previously. When a date is specified, the report resulting from the previous run is rerun. If the job was run more than once on the same date, the reports from each run are combined into a single report.

Change Type

Mandatory

The job can be restricted to report only students with certain types of changes. The change types and their effects are:

  • EFTSU - reports changes in ENROLLED units, where a change of units has resulted in a change in total HECS liability, either because of an increase or decrease in EFTSU or a change in HECS band
  • HECS PAYMENT OPTION - reports changes for students whose HECS payment option or Differential HECS indicator has changed
  • PERSON STATISTICS - reports changes for students whose personal statistics have changed
  • ALL - reports all relevant changes to a student's data

The primary aim of the Analysis of Post Census Date Changes report is to identify the reason(s) why a student's HECS liability has changed. The report lists data which has changed between the date of the Government Submission, specified as a parameter to this job, and the date this job is run. Previous and current values are shown. Only data with the potential to alter a student's HECS liability is listed. Note that where more than one unit is added to a student, only one is listed in this report.
