From 2005, existing Loan Schemes (PELS and BOTPLS) will no longer be applicable for new and continuing students. New Loan Schemes (HECS-HELP and FEE-HELP) are introduced. For further assistance on the changes to Government Supported Places, see www.hecs.gov.au or www.dest.gov.au.

The following Loan Scheme HECS-HELP has examples of the relationship with Government Student Statuses.

This function includes a form to facilitate the creation and maintenance of Loan Schemes and related Government Student Status (SS) codes. It will enable one or more SS codes to be mapped to each Loan Scheme.

It is the responsibility of Institutions to associate the appropriate SS codes with the Loan Schemes. Institutions are responsible for closing the Loan Scheme records associated with PELS and BOTPLS to restrict usage of Loan Schemes and mapping of Loan Schemes to new Fee Types.

New System Transaction Types are created to differentiate between HECS-HELP, FEE-HELP and other Loan Schemes. These new system values are mapped to the appropriate Loan Scheme.

FINF1S00 is accessed from the main menu.

 

The Loan Scheme block contains:

  • System Transaction Type (LOV)
  • System Loan Scheme Log (LOV)
  • System Liability Log (LOV)
  • System Liability Notice Extract (LOV)

The Loan Scheme Government Student Status block contains:

  • Government Student Status (LOV)
  • Description
  • Closed check box

Rule/Notes:

Validations include:

  • The System Transaction Type must have a transaction category of ‘LOAN’
  • The Government Student Status must not be closed because a Loan Scheme cannot be mapped to a closed Government Student Status.

One Loan Scheme Type could be associated with multiple Government Student Status codes.

 

 

The Loan Scheme block

Existing Loan Schemes may be queried, or a new Loan Scheme created.

Rule/Notes:

The Loan Scheme field can only have a maximum of 10 characters.

The Description field can only have a maximum of 60 characters.

When selecting a Loan Scheme from the top block, a System Loan Scheme Type must also be selected. They are GOVT - (the old HECS Payment Option), and include any Government Student Status, or LOCAL - any institution defined Loan Scheme.

The System Liability Log and System Liability Notice Extract fields are optional.

The Loan Scheme Government Student Status

Only Student Statuses that define a student as eligible to defer part or all of their debt, or a Student STatus that defines a student as eligible for a discount, should be mapped to a Government Loan Scheme.

Student Statuses that define a student as a Commonwealth Supported Student but restricted to paying Student Contribution Amounts upfront, should not be mapped to a Government Loan Scheme because there should no loan amount calculated for outstanding debt as the Census Date or a Student Status Snapshot created.

Government Student Status was previously called Government HECS Payment Option.

If no Government Student Status exists for a Loan Scheme then student records that use the same Loan Scheme will not be processed in FINJ6240 - Process Student Loan Scheme.
