Explanation

The procedure for preparing government statistics is described in The Government Statistics Process. Refer to the DEST manual for additional detail.

The objective of this form is to enable the System to identify which government semester(s) individual student unit attempts (SUAs) should be reported in. This is achieved by the following mechanism:

  • Each student unit attempt belongs to a particular teaching calendar and may incur load.
  • A teaching calendar is associated with one or more standard load calendars for the purpose of apportioning the load from SUAs,
  • Government semesters are related to one or more standard load calendars, completing the relationship between SUAs and government semesters.

The Government Semester Load Override block provides for exceptions to the mechanism above. It provides the ability to override the relationship between a teaching calendar and a load calendar, and hence the link between the teaching calendar and a government semester, and link the teaching calendar directly to a different government semester. (The need to use this feature is dependent on the way the institution sets up its teaching and load calendars. Establishing standard load calendars roughly corresponding to government semesters should avoid the need to use this override facility.)

Therefore, this form is used to record:

  • individual submission details
  • government semesters being reported for a submission
  • load calendars (standard) contributing to the load for a government semester
  • teaching calendars contributing to the load for a different government semester to the load calendar with which they are associated

Note: Time and effort can be saved by completing all snapshot load details for submission 1 of a particular year first. On saving snapshot control details for subsequent submissions, the System will prompt the user to automatically copy all load details from submission 1. These can then be modified if necessary.

Government Snapshot Control block

  • Enter the calendar year and submission number for each submission in a year.
  • The Enrolment Statistics Snapshot Date is entered by the System when a snapshot is selected as a parameter during the government submission snapshot creation process.
  • Enter the Completion Date only when the submission is completed.

Note: When this information for the first submission in a year is saved, the user is prompted to default the set of government semesters. When creating the second and subsequent submission details, saving will prompt the user to copy all control details from the previous submission.

Government Semester block

  • DEST element 353 is recorded here.
  • Against every submission record in the block above, enter all the government semesters applicable at the institution for the submission year.
  • See below for use of Government Semester Load Override.

Government Semester Load Calendar block

  • For each government semester, enter the load calendar(s) contributing load to it (standard load calendars).

Default Load Apportion block

This block displays, for information only, all of the teaching calendars which contribute load to the selected load calendar, along with the proportion of their load which they contribute.

Government Semester Load Override block

  • Select load calendar/teaching calendar combinations from the list of values to include their load against the selected government semester.

Rules:

  • Use the DEST manual for information regarding government submissions.
  • Entering the completion date against a submission record ends that submission.
  • Do not enter government semesters which are not used by the institution.
  • The System requires that at least one load calendar be recorded against each Submission-Government Semester record.
