Derivation of Values in the Government Statistics Process

Various data elements included in the Government statistics data extracts are derived by Callista from other information. Recorded below are broad explanations of the logic used in Callista to derive each of these values. This list is not meant to be exhaustive, only a reference source. The basis of this logic is contained in the definition of the relevant element as it appears in the DEST student collection manual. Refer to the DEST manual for further information. Attendance Type in the govt_student_enrolment table is currently calculated for all students. The value is calculated by:

  • Attendance Type is only derived for higher degree research students (ie. where the student’s Course Type corresponds to a Government Course Type of 2 or 3). For other Government Course Types, a value of 0 is inserted into attendance_type and govt_attendance_type
  • The actual value simplifies the student’s course attempt. (ie. student_course_attempt.attendance_type). EFTSL will not be taken into account.

For commencing students, checks the student's current statistics record (ENRF3000 or ADMF3000 > ENRF3060) and if:

  • No record is found, the student is classed as an other commencing student and 8 is inserted
  • If highest attainment value indicates that the student has completed all requirements of a qualification higher than secondary education, 2 is inserted
  • If highest attainment education value indicates that the student completed their final year of secondary education in the current collection year or the previous year, 3 is inserted
  • If highest attainment education value indicates that the student completed their final year of secondary education earlier than the year prior to the current collection year, 4 is inserted
  • If highest attainment education value indicates that the student has completed their final year of secondary education but no information on the year of completion is provided, 9 is inserted

 NEW_TO_HIGHER_EDUCATION

Indicates whether or not the student is attempting higher education for the first time

Checks the Commencing Student check box in this file. If the student is not a commencing student, then the student is not new to higher education and 1 is inserted

For commencing students, checks the student's current statistics record (ENRF3000 or ADMF3000 > ENRF3060) and if:

  • No record is found, the student is classed as a commencing student but no information on prior higher education course, and 9 is inserted
  • If highest attainment indicates the student has never commenced a higher education course prior to this one, and 2 is inserted
  • If highest attainment indicates the student has completed all of the requirements of a higher education course prior to starting this one, and 3 is inserted
  • If highest attainment indicates the student has commenced but not completed all of the requirements of a higher education course prior to starting this one, and 4 is inserted

 UNIT_LEVEL

The year level in which the unit is normally attempted for the Course Type of the Course Attempt

When the Derive Permanent Resident Eligibility checkbox is selected in STAF1000, a value is derived. If it isn't selected, and a value exists in the Permanent Resident Status field of ENRF3060, then this value is used. If it isn't selected, and there is no value in the Permanent Resident Status field of ENRF3060, the value is set to '9' and added to the error log as a warning.

Value = 0 if the person is:

  • Australian citizen or holder of a permanent humanitarian visa (Citizenship code of 1 or 8)
  • Permanent visa holder (other than permanent humanitarian visa holder) or New Zealand citizen (Citizenship 2 or 3) who is Commonwealth supported and who began the course on or after 1 January 2005 (Student Status 203)
  • Overseas student (Citizenship = 4 or 5)
  • Permanent visa holder (Citizenship of 3) who is non-Commonwealth supported and who has requested FEE-HELP for a bridging for overseas trained professionals course (Student Status 233)
  • Permanent visa holder or New Zealand citizen (Citizenship of 2 or 3) who is exempt from payment of student contribution or tuition fee (Student Status of 250, 260, 261, 262, 270, 271)
  • Permanent visa holder or New Zealand citizen (Citizenship of 2 or 3) who is non-Commonwealth supported and who has not requested FEE-HELP (Student Status of 301, 302, 303 or 305)

Value = 1 if the person is:

  • Commonwealth supported pre-2005 HECS student (Student Status of 110, 111) with a permanent visa (other than a permanent humanitarian visa) (Citizenship of 3) who is eligible for HECS-HELP
  • Commonwealth supported pre-2005 HECS student (Student Status of 110, 111) who is a New Zealand citizen (Citizenship of 2) who commenced the course before 1 January 1996, and who is eligible for HECS-HELP

Value = 2 if the person is:

  • Commonwealth supported pre-2005 HECS student (Student Status of 112) with a permanent visa (other than a permanent humanitarian visa) (Citizenship of 3) who is not eligible for HECS-HELP because they are residing overseas (Term location begins with an X)
  • Commonwealth supported pre-2005 HECS student (Student Status of 112) who is a New Zealand citizen who (Citizenship of 2) is not eligible for HECS-HELP because they are residing overseas (Term location begins with an X)
  • Non-Commonwealth supported pre-2005 PELS student (Student Status of 302) with a permanent visa who (Citizenship of 3) has requested but is not eligible for FEE-HELP because the student is residing overseas (Term location begins with an X)

Value = 3 if the person is:

  • Commonwealth supported pre-2005 HECS student (Student Status of 112) with a permanent visa (other than a permanent humanitarian visa) (Citizenship of 3) who is not eligible for HECS-HELP because the student meets the prescribed residency requirements and first met them more than 12 months ago (Assumed if the person has a Student Status of 112) and Term Location begins with ‘A’
  • Commonwealth supported pre-2005 HECS student (Student Status of 112) who is a New Zealand citizen (Citizenship of 2) who is not eligible for HECS-HELP because the student commenced the course on or after 1 January 1996 (Based on the Course of Study commencement) and Term Location begins with ‘A’
  • Non-Commonwealth supported pre-2005 PELS student (Student Status of 302) with a permanent visa (Citizenship of 3) who is not eligible for FEE-HELP because the student satisfies the residency test and first satisfied it more than 12 months ago (Assumed) and Term Location begins with ‘A’ and previous PELS debt reported (in an earlier pre-2005 submission) and course commencement < 1/1/2005.

Value = 9 then error. See beginning paragraph.

If Permanent Resident Eligibility is coded 2 or 3 THEN Student Status Code must be 112, 302, 303, 304, 305.

If Student Status is 250, 260, 261, 262, 270, 271 THEN Permanent Resident Eligibility must be coded 0.

If Citizen/Resident Indicator is one of 1, 4, 5 or 8 THEN Permanent Resident Eligibility must be coded 0.

If Student status code is 110, 111, 201, 202, 220, 230, 231, 232, 233 THEN Permanent Resident Eligibility must be 0 or 1.

An eight character code is derived for each student based on any disabilities recorded against the student (ENRF3000 or ADMF3000 > ENRF3040). Each character of the code has specific meaning:

1st character - 0 - Student did not indicate the existence of a disability, impairment or long term medical condition
1st character - 1 - Student indicated that she/he has a disability, impairment or long term medical condition
1st character - 2 - Student indicated that she/he does not have a disability, impairment or long term medical condition

2nd character - 0 - Student did not indicate she/he has a hearing disability
2nd character - 1 - Student indicated that she/he has a disability, impairment or long term medical condition and that she/he has a hearing disability

3rd character - 0 - Student did not indicate she/he has a learning disability
3rd character - 1 - Student indicated that she/he has a disability, impairment or long term medical condition and that she/he has a learning disability

4th character - 0 - Student did not indicate she/he has a mobility disability
4th character - 1 - Student indicated that she/he has a disability, impairment or long term medical condition and that she/he has a mobility disability

5th character - 0 - Student did not indicate she/he has a visual disability
5th character - 1 - Student indicated that she/he has a disability, impairment or long term medical condition and that she/he has a visual disability

6th character - 0 - Student did not indicate she/he has a medical disability
6th character - 1 - Student indicated that she/he has a disability, impairment or long term medical condition and that she/he has a medical disability

7th character - 0 - Student did not indicate she/he has an other disability
7th character - 1 - Student indicated that she/he has a disability, impairment or long term medical condition and that she/he has an other disability

8th character - 0 - Student did not indicate that she/he has a disability
8th character - 1 - Student indicated that she/he has a disability, impairment or long term medical condition and that she/he would like to receive advice on support services, equipment and facilities
8th character - 2 - Student indicated that she/he has a disability, impairment or long term medical condition and that she/he does not wish to receive advice on support services, equipment and facilities.

SEPARATION_STATUS_CD The Separation status of a student enrolled in a Higher Degree Research course (HDR)

This one digit code is determined using Student Course Attempt records.

Code 1 Student is commencing a Higher Degree Research course and is transferring from one Higher Degree Research course to another Higher Degree Research course at the same level at the same Higher Education Provider

Code 2 Student is commencing a Higher Degree Research course and is upgrading from a Masters by Research course to a Doctorate by Research course at the same Higher Education Provider, without having successfully completed the initial degree.

Code 3 Student is commencing a Higher Degree Research course and is downgrading from a Doctorate by Research course to a Masters by Research course at the same Higher Education Provider, without having successfully completed the initial degree.

Otherwise a 9 is inserted.

Students who transfer from a Higher Degree Research course in one Higher Education Provider to a Higher Degree Research course at another Higher Education Provider, regardless if there has been a change of level are to be recorded as '9'.

COMMENCEMENT_DT

A code which indicates the month and year in which the student commenced the current course for the first time

The following two codes are for a domestic school leaver commencing an undergraduate course:
A0001 to A9998 - Australian postcode
99999 - No information on location of residence

Only for Domestic school leaver students commencing an undergraduate course.
A school leaver is one who has completed Year 12 in the year of the collection or the year prior to the year of the collection.

This code must reflect the permanent home residence of the student in the last year of their secondary study and is to be provided by the student when the course is first commenced.

COMMENCING_GEOGRAPHIC_LOC Commencing Geographic Location Deviation   Commencing Geographic Location is inserted in the govt_student_enrolment table. This value is derived from the person_statistics table. It uses the person_statistics record which is current as at the Census Date (31st March for submission 1 and 31st August for Submission 2). If no person_statistics record is found, or the person_statistics record does not have a value for commencing_geographic_loc, then a NULL will be inserted into the field. If the student is a Commencing Student, their Government Citizenship Code is 1,2 or 3 and they are 20 years of age or under on the 30th June of the Submission Year, then an error will be logged.

Code 240 “Received loans through OS-HELP” is not to be used on the Load/Liability File. This code is only to be used in the HELP-DUE File in respect of students who are reported on the OS-HELP File.

A domestic postgraduate research student who is not RTS supported may be charged tuition fees or awarded an Exemption scholarship under code 270. If regional adjustment package has been used to support such students, these students should be included under code 270.

A domestic postgraduate research student charged tuition fees may receive FEE-HELP assistance.

FOR ATO purposes only, Element 380 (Liability status codes) will be concorded to Element 490 (Student status):

  • Element 380 = 80 (E490 = 110, 201)
  • Element 380 = 81 (E490 = 220, 230, 231, 232, 233)
  • Element 380 = 82 (E490 = 240)

 INDUSTRIAL_INDICATOR

An indicator of whether a unit of study consists wholly of work experience in industry

Students coded as '2' are considered to be undertaking a unit of study consisting wholly of work experience in industry and the unit of study is student contribution and tuition fee exempt.

A Work Experience in Industry unit of study for which no credit is given (and therefore has no EFTSL value), is not to be reported to DEST
